Government Rescinds Quality Control Orders on Key Chemical Products

The Ministry of Chemicals and Fertilizers, Government of India, has issued three separate orders on 24th October 2025, announcing the withdrawal of previously notified Quality Control Orders for certain industrial chemical products. These decisions have been taken under the provisions of Section 16 of the Bureau of Indian Standards Act, 2016, and come into effect immediately.

Withdrawal of Acrylonitrile (Quality Control) Order, 2022

The first notification, published as S.O. 4862(E), rescinds the earlier order related to the Acrylonitrile (Quality Control) Order, 2022. The original order, notified on 5th April 2022 via S.O. 1646(E), required specific quality certification norms for the product. This requirement has now been revoked with immediate effect. The decision follows consultation with the Bureau of Indian Standards (BIS) and is stated to be in the public interest.

Withdrawal of Maleic Anhydride (Quality Control) Order, 2022

The second notification, issued as S.O. 4863(E), cancels the Maleic Anhydride (Quality Control) Order, 2022, originally published via S.O. 1644(E) on 5th April 2022. Similar to the previous order, this repeal too comes after BIS consultation and is aimed at aligning regulatory requirements with broader public interest considerations.

Withdrawal of Styrene (Vinyl Benzene) (Quality Control) Order, 2022

The third order, numbered S.O. 4864(E), withdraws the Styrene (Vinyl Benzene) (Quality Control) Order, 2022, earlier notified as S.O. 1645(E). This chemical is widely used in the production of plastics and synthetic rubber. The rescinding of the quality control requirement suggests a reassessment of compliance norms in the industrial sector.

Key Significance

The withdrawal of these quality control mandates may have implications for:

  • Chemical Manufacturing Industries
  • Importers and Exporters dealing in bulk chemicals
  • Downstream sectors such as plastics, polymers, coatings, and pharmaceuticals

By removing mandatory compliance requirements, the government may be seeking to ease regulatory burdens while continuing to review industrial standards frameworks based on market and public needs.
