
The Government of the National Capital Territory of Delhi has reconstituted the Flood Control Board with updated membership and functional responsibilities. This change has been made through a notification issued by the Office of the Additional Chief Secretary of the Irrigation and Flood Control Department on 9 October 2025. The restructuring supersedes the earlier notification dated 24 April 2015.
Composition of the Reconstituted Board
The Minister of Irrigation and Flood Control Department will serve as the Chairman of the newly formed board. The public representatives who have been included as members are:
- Raj Kumar Chauhan, MLA (Mangol Puri)
- Arvinder Singh Lovely, MLA (Gandhi Nagar)
- Abhay Verma, MLA (Laxmi Nagar)
- Satish Upadhyay, MLA (Malviya Nagar)
- Parduymn Singh Rajput, MLA (Dwarka)
The Board also comprises senior officials from various departments and agencies, including the Chief Secretary of GNCTD, senior finance and planning officials, municipal leadership, Delhi Development Authority representatives, Delhi Jal Board members, Central Water Commission officials and senior engineers from Public Works and Irrigation and Flood Control Departments.
Roles and Responsibilities of the Board
The Board’s mandate includes assessing flood challenges within Delhi, shaping policy decisions on flood control, and planning relief measures. Key functions include:
- Assessing flood-related issues across the National Capital Territory.
- Managing data collection required for approved flood control programmes.
- Developing and maintaining a flood warning system.
- Planning and approving flood control schemes costing more than Rs. 50 crore.
- Ensuring proper maintenance of flood protection infrastructure.
- Preparing strategies to manage emergency flood situations.
- Overseeing implementation of approved projects within scheduled timelines.
Meeting Frequency and Representation
The notification states that the Flood Control Board will meet as required but not less than once every six months. The Chairman will represent Delhi in Central-level flood control coordination bodies or may nominate another board member for representation.
