Cabinet Expresses Condolences and Condemns Terror Attack near Red Fort

The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, expressed deep sorrow over the loss of lives caused by a car explosion near the Red Fort in Delhi on the evening of 10 November 2025. Members of the Cabinet observed two minutes of silence in memory of the victims of this terrorist incident.
In a unanimously adopted resolution, the Cabinet described the incident as a heinous act perpetrated by anti-national elements that resulted in multiple fatalities and injuries. It conveyed heartfelt condolences to the bereaved families and prayed for the speedy recovery of those injured.
The Cabinet appreciated the immediate response and tireless efforts of medical staff, emergency responders, and citizens who assisted the victims. It strongly condemned the cowardly attack and reaffirmed India’s firm policy of zero tolerance towards terrorism in all its forms.
The Cabinet noted with gratitude the global messages of solidarity and support received from various governments. It commended the coordinated action of law enforcement and security agencies that managed the situation with courage and professionalism.
The Cabinet directed that the investigation into the explosion be pursued urgently to identify and bring to justice all perpetrators, collaborators, and sponsors of the attack. The matter continues to be monitored closely at the highest levels of government. Reaffirming its commitment to safeguard every citizen, the Cabinet underscored the nation’s resolve to uphold peace and security across India.
Cabinet Approves Export Promotion Mission with Rs. 25,060 Crore Outlay
The Union Cabinet has approved the launch of the Export Promotion Mission (EPM), a flagship initiative aimed at strengthening India’s export competitiveness. With a total outlay of Rs. 25,060 crore for FY 2025–26 to FY 2030–31, the Mission represents a consolidated and adaptive framework to boost exports, especially for MSMEs, first-time exporters, and labour-intensive sectors.
EPM replaces multiple fragmented schemes with a single, outcome-based mechanism aligned with the nation’s vision of Viksit Bharat @2047. The Mission will be implemented collaboratively by the Department of Commerce, Ministry of MSME, Ministry of Finance, and key industry stakeholders including Export Promotion Councils, Financial Institutions, and State Governments.
Integrated Sub-Schemes under EPM
- NIRYAT PROTSAHAN – Focuses on improving access to affordable trade finance for MSMEs through measures such as interest subvention, export factoring, collateral guarantees, export credit cards, and credit enhancement for market diversification.
- NIRYAT DISHA – Addresses non-financial enablers such as quality compliance support, branding and packaging assistance, participation in global trade fairs, logistics facilitation, and trade intelligence services.
EPM consolidates existing support mechanisms like the Interest Equalisation Scheme (IES) and the Market Access Initiative (MAI) to align them with present-day trade dynamics. The Mission targets critical structural issues faced by exporters, including limited trade finance access, high compliance costs, insufficient branding, and logistical barriers for inland regions.
Priority will be given to sectors affected by recent global tariff increases such as textiles, leather, gems and jewellery, engineering goods, and marine products. These measures are expected to sustain export orders, protect jobs, and expand market reach.
The Directorate General of Foreign Trade (DGFT) will serve as the implementing agency, managing all processes through a dedicated digital platform integrated with national trade systems. The Mission is expected to enhance export readiness, create employment, and strengthen India’s position in global markets through technology-driven, inclusive strategies.
