Government Rescinds Six Quality Control Orders for Fatty Acids and Lauric Acid

New Delhi, October 22, 2025: The Ministry of Chemicals and Fertilizers, Department of Chemicals and Petrochemicals, has officially withdrawn six separate Quality Control Orders (QCOs) related to Lauric Acid and various Fatty Acids. The decision, issued through notifications S.O. 4780(E) to S.O. 4785(E), was made under Section 16 of the Bureau of Indian Standards (BIS) Act, 2016, and comes into immediate effect.

Withdrawal of Lauric Acid and Fatty Acid Quality Orders

According to the official notifications signed by Deepankar Aron, Joint Secretary, the Government has rescinded the following orders issued in April 2022 after consultation with the Bureau of Indian Standards:

  • Lauric Acid (Quality Control) Order, 2022 — S.O. 1961(E), dated 27th April 2022
  • Acid Oil (Quality Control) Order, 2022 — S.O. 1962(E), dated 27th April 2022
  • Palm Fatty Acids (Quality Control) Order, 2022 — S.O. 1963(E), dated 27th April 2022
  • Rice Bran Fatty Acids (Quality Control) Order, 2022 — S.O. 1964(E), dated 27th April 2022
  • Coconut Fatty Acids (Quality Control) Order, 2022 — S.O. 1965(E), dated 27th April 2022
  • Hydrogenated Rice Bran Fatty Acids (Quality Control) Order, 2022 — S.O. 1967(E), dated 27th April 2022

All six orders have been rescinded with immediate effect, effectively discontinuing the mandatory BIS certification requirements that had been established under the 2022 Quality Control regime.

Reason for Withdrawal

The rescission notifications state that the action was taken “in the public interest” after consultation with the Bureau of Indian Standards. While the orders do not specify the exact reasons, such withdrawals generally aim to simplify regulatory compliance or address evolving industry feedback regarding the implementation of quality norms.

Implications for the Chemical Industry

The withdrawn Quality Control Orders were initially introduced to ensure quality standards for key chemical intermediates used in the production of surfactants, soaps, cosmetics, and oleochemical products. Their removal may temporarily ease import, export, and manufacturing compliance requirements for industries handling these fatty acids and derivatives.

The Lauric Acid and Fatty Acid QCOs were part of the government’s wider initiative to expand mandatory BIS standards across chemical and petrochemical sectors to enhance product safety and consumer protection.
