In a recent gathering in New Delhi, Communications Minister Jyotiraditya M. Scindia led a detailed discussion on the progress of Bharat Sanchar Nigam Limited during the second quarter of the financial year 2025-26. Joined by Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani, along with top officials from the Department of Telecommunications including Secretary Dr. Neeraj Mittal and Additional Secretary Gulzar Natarajan, the session brought together chief general managers from various regions. The focus was on assessing achievements in different areas and planning steps to boost overall results and user satisfaction.

Financial Achievements and Growth Indicators

During the meeting, the team looked at how well different parts of the company performed in terms of income, service standards, and day-to-day operations. The communications minister highlighted that the success comes from the hard work of the regional leaders. He pointed out that maintaining high standards in service delivery is essential and should be checked every day, including aspects like system availability and average time to fix issues. Operations need to be managed with precision, thinking in terms of short time frames rather than longer periods.

The minister also stressed that reducing expenses in any way directly helps improve profits. He mentioned that the way the organization operates internally is more important than just plans on paper, and building the right habits will lead to self-sustaining progress.

Revenue Details for the Quarter

BSNL reached 93 percent of its expected income pace in the second quarter, collecting 5,347 crore rupees out of a goal of 5,740 crore. For the first six months of the year, the total income added up to 11,134 crore, which includes 6,000 crore from the first quarter and the recent amount.

The average income from each user went up from 81 rupees in the previous quarter to 91 rupees now, marking a 12 percent rise. Some regions stood out with impressive figures, such as Maharashtra at 214 rupees per user, Kerala with a 30 percent increase, and Uttar Pradesh West showing 13 percent growth. On the other hand, areas like Madhya Pradesh, Jharkhand, and Kolkata need to work on lifting their figures from below 60 rupees.

Income generated per staff member averaged around 9 lakh rupees, with top performers including Odisha at 22 lakh, Chhattisgarh at 19 lakh, Maharashtra at 14 lakh, and Haryana at 15 lakh.

Performance Across Business Areas

In the mobile services for individual customers, the company hit about 75 percent of its target, bringing in 1,700 crore with over 9.23 crore users and adding 5.4 lakh new ones in the last month alone. The enterprise services exceeded goals by achieving 103 percent, collecting 1,272 crore. Fixed line services for consumers reached 90 percent of the aim, with 722 crore in revenue and a 2 percent growth in the number of users.

The minister described the regional managers as the key people driving changes in their areas, responsible for putting plans into action. He repeated that service quality is the core principle that cannot be overlooked, and all leaders should monitor indicators like repair times, availability, and user feedback daily. In the end, strong service leads to better outcomes in other areas.

A Clear Plan for Future Improvements

Looking ahead to the next quarter, the minister outlined seven key steps for regional teams to follow:

  • Maintain top-notch service levels without compromise, checking daily on elements like system uptime and repair durations.
  • Compare with other companies in the market to spot differences in network and offerings, then address those gaps.
  • Complete the update of battery systems in all areas by the end of December 2025, tracking progress in short intervals rather than extended ones.
  • Keep a tight rein on running costs, ensuring no losses in earnings before certain deductions, even for a single day.
  • Explore fresh ways to earn more, especially through new ideas in mobile, enterprise, and fixed services for users.
  • Aim for an equal share of income from government and private sources by the following financial year.
  • Build stronger teams at the regional level, promoting cooperation and responsibility among staff.

Recognizing Top Performers

The minister praised regions like Karnataka, Haryana, Uttar Pradesh East, Jammu and Kashmir, and Andaman and Nicobar for their excellent work. He encouraged others to compete and possibly outperform these leaders in the coming quarter.

To spread good practices, he suggested holding similar discussions at local levels monthly and quarterly, involving hundreds of staff members in each region for input and guidance.

The session wrapped up with a strong message on sticking to plans, putting customers first, and managing finances carefully as the company evolves into a modern telecom provider ready for future challenges.
