Delhi State Election Commission Appoints Expenditure Observers for 12 MCD Bye-Elections

New Delhi, October 16, 2025: The State Election Commission (SEC) of Delhi has announced the appointment of Expenditure Observers for the upcoming bye-elections to the Municipal Corporation of Delhi (MCD). The vacancies have arisen following the election of one councillor as a Member of Parliament and eleven councillors as Members of the Delhi Legislative Assembly.

Background of the Bye-Elections

In accordance with Section 7 of the Delhi Municipal Corporation Act, 1957, the State Election Commissioner, Dr. Vijay Dev, issued this notification after consultation with the Government of the National Capital Territory of Delhi. The appointments aim to ensure transparent and efficient monitoring of election expenditure during the bye-election process.

The appointed Expenditure Observers will play a key role in monitoring and regulating the financial conduct of candidates and political parties during the bye-election process. Their duties will include overseeing adherence to the prescribed expenditure limits, preventing financial irregularities, and ensuring compliance with election expenditure guidelines issued by the Election Commission.
