ECI Convenes Multi-Agency Meeting to Ensure Fair Bihar Elections

 

Overview of the Multi-Departmental Meeting

The Election Commission of India (ECI) conducted a pivotal meeting of the Multi-Departmental Committee on Election Intelligence (MDCEI) at Nirvachan Sadan, New Delhi, on October 17, 2025. The meeting aimed to devise a robust strategy to curb the influence of cash, drugs, liquor, and other inducements during the upcoming Bihar elections.

Leadership and Participation

Chief Election Commissioner Shri Gyanesh Kumar, alongside Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, led the discussions. They emphasized the critical role of law enforcement agencies in taking proactive and preventive measures to ensure a fair electoral process. The meeting saw participation from heads of key enforcement agencies, including:

  • Central Board of Direct Taxes (CBDT)
  • Central Board of Indirect Taxes and Customs (CBIC)
  • Enforcement Directorate (ED)
  • Directorate of Revenue Intelligence (DRI)
  • Central Economic Intelligence Bureau (CEIB)
  • Financial Intelligence Unit-India (FIU-IND)
  • Reserve Bank of India (RBI)
  • Indian Banks’ Association (IBA)
  • Narcotics Control Bureau (NCB)
  • Railway Protection Force (RPF), Central Industrial Security Force (CISF), Border Security Force (BSF), Sashastra Seema Bal (SSB), Bureau of Civil Aviation Security (BCAS), Airports Authority of India (AAI), and the Postal Department

Additionally, the Chief Secretary, Director General of Police, State Police Nodal Officer (SPNO), and Chief Electoral Officer (CEO) of Bihar joined the meeting virtually.

Agency Briefings and Strategic Focus

Representatives from the participating agencies briefed the ECI on their preparedness, ongoing measures, and proposed actions to ensure inducement-free elections. Discussions covered a wide range of topics, including strategies to prevent the use of money, smuggled goods, and other inducements that could undermine the electoral process.

Key Directives from the ECI

The Election Commission issued several critical directives to strengthen enforcement efforts:

  • Enhanced Inter-Agency Cooperation: Agencies were instructed to share intelligence on economic offenses to enable swift and effective action.
  • Intra-Agency Coordination: Each enforcement agency was directed to ensure seamless coordination at national, state, and district levels.
  • Constituency Mapping: Agencies were tasked with mapping constituencies to monitor and curb the transportation of smuggled goods, drugs, liquor, cash, and fake currency across inter-state and international borders.
  • Zero-Tolerance Policy: The ECI underscored a strict zero-tolerance approach to ensure free and fair elections in Bihar.
