The Unique Identification Authority of India has introduced an update to the existing framework governing the service conditions of its employees. This update modifies the UIDAI (Salary, Allowances and other Terms and Conditions of Service of Employees) Regulations, 2020. The revised rules are officially known as the UIDAI (Salary, Allowances and other Terms and Conditions of Service of Employees) Amendment Regulations, 2025 and take effect from the date they are published in the Official Gazette.

Revision in Medical Facilities for UIDAI Employees

The key change in the amended regulations relates to medical benefits. Regulation 15(1) of the earlier 2020 regulations is now replaced. Under the updated provision, UIDAI employees will receive medical coverage under the Medical Reimbursement Scheme. The benefits under this scheme will be applicable as per the scheme and any revisions made to it from time to time. This establishes a uniform structure for medical support aligned with periodic policy updates.

Omission of the Second Schedule

Another specific change is the removal of the Second Schedule from the original 2020 regulations. The amendment notification states that the entire schedule stands omitted, thereby simplifying the regulatory document and consolidating operational clauses within the primary text of the regulations.

Legal Basis and Authority

The amendment is issued in accordance with the powers granted under Section 54(1) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016. This section authorizes UIDAI to frame and amend regulations governing its employees. The notification is endorsed by the Deputy Director General of UIDAI.

Background Note

The original UIDAI employee regulations were published on 21 January 2020 in the Gazette of India (Extraordinary, Part III, Section 4). The 2025 amendment builds upon those foundational rules while refining specific service-related provisions, particularly in medical benefits and documentation structure.
