Correction Issued in Anti Dumping Investigation on NBR Imports
Update Released by Directorate General of Trade Remedies
The Ministry of Commerce and Industry, through the
Directorate General of Trade Remedies, has issued a corrigendum related to the ongoing anti dumping investigation into imports of Acrylonitrile Butadiene Rubber from China PR, the European Union, Korea RP and Russia. The corrigendum was released in New Delhi on 14 November 2025.
Correction to Producer Name in Earlier Final Findings
The anti dumping investigation had earlier concluded with final findings issued on 25 September 2025. A correction has now been issued because the name of PJSC Sibur Holding, a related trader, was mentioned by oversight in certain paragraphs of the notification. The correct name of the producer is Krasnoyarsk Synthetic Rubber Plant, Public Joint Stock Company. This correction applies specifically to paragraphs 82, 101, 191 and 193 of the previously released findings.
Revised Duty Table Entry
As a result of this correction, Serial No. 7 in the duty table under paragraph 195 has been updated. The revised entry confirms that imports from the producer Krasnoyarsk Synthetic Rubber Plant, Public Joint Stock Company, originating in Russia and exported from any country including Russia, attract a Nil anti dumping duty.
Public Impact
The correction ensures accuracy in the identification of the producer involved in the investigation. This is important for importers, traders and regulatory authorities so that anti dumping duties are applied correctly and without ambiguity. CORRIGENDUM NOTIFICATION
New Delhi, the 14th November, 2025
CASE NO. AD (OI) – 27/2024
Subject: Anti-dumping investigation concerning imports of Acrylonitrile Butadiene Rubber (‘NBR’) from China PR, European Union, Korea RP and Russia.
1. F. No. 06/29/2024-DGTR. Having regard to the Customs Tariff Act, 1975, as amended from time to time and the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995, as amended from time to time, thereof, with reference to the subject anti-dumping investigation, the Designated Authority issued final findings vide Notification Number 06/29/2024-DGTR dated 25 September 2025.
2. In partial modification of the aforementioned notification, in the Paragraphs 82, 101, 191, 193, inadvertently the name of PJSC Sibur Holding, the related trader of the producer, has been mentioned in place of the name of the producer Krasnoyarsk Synthetic Rubber Plant, Public Joint-Stock Company. The name PJSC Sibur Holding appearing in the said paragraphs shall be substituted to be read as under “Krasnoyarsk Synthetic Rubber Plant, Public Joint-Stock Company”.
3. Accordingly, S. No. 7 of the duty table provided under paragraph 195 of the final findings stands corrected to be read as under:
