Delhi Government Notifies New Recruitment Rules for Deputy Labour Commissioner Posts

The Labour Department of the Government of the National Capital Territory of Delhi has issued new rules governing the recruitment process for the post of Deputy Labour Commissioner. These regulations, titled Deputy Labour Commissioner Recruitment Rules, 2025, were notified on 24 October 2025 and come into effect immediately upon publication in the Delhi Gazette.

Posts, Pay Level and Classification

According to the notification, a total of 25 posts of Deputy Labour Commissioner are sanctioned for the year 2025. The post falls under the General Central Service, Non-Ministerial, Gazetted Group A category. It carries Level 10 of the pay matrix, corresponding to a salary range of Rs. 56,100 to Rs. 1,77,500.

Age Limit and Eligibility Requirements

The maximum age limit for candidates applying through direct recruitment is 35 years. Government servants, however, are eligible for an age relaxation of up to five years as per applicable Central Government rules. The age criteria will be determined based on the date advertised by the Union Public Service Commission.

Applicants must hold a degree from a recognized university along with a postgraduate qualification in Industrial Relations, Personnel Management or Human Resource Development. Alternatively, candidates with a two-year postgraduate diploma in the same specializations are also eligible. A minimum of three years of relevant professional experience in administrative, labour law or human resource management in government, public sector or qualifying private organizations is required.

Method of Recruitment

Fifty percent of the vacancies will be filled through direct recruitment and the remaining fifty percent through promotion, failing which through deputation including short-term contract arrangements.

For promotion, employees holding the post of Inspecting Officer with ten years of regular service in Pay Level 6 are eligible. Certain Labour Officers meeting the combined service requirements in Pay Level 6 and Pay Level 7 are also eligible. Deputation can be considered from officers serving in comparable posts in central, state or union territory administrations or related institutions, subject to the experience and qualification criteria.

Probation and Other Provisions

Both direct recruits and promotees will undergo a probation period of two years. The rules also reiterate provisions for reservation, age relaxation and concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other eligible categories as per government orders.

The notification provides for relaxation of rules where necessary, subject to written justification and consultation with the Union Public Service Commission. UPSC consultation is mandatory for direct recruitment and promotion cases.
