Haryana Updates Land Purchase Policy for Development Projects
Key Amendment Introduced for Voluntary Land Purchase
The Haryana Government has issued an amendment to the Policy for Purchase of Land Voluntarily Offered to Government Departments, Government Entities, Boards, Corporations and Government Companies for Development Projects 2025. The change has been released by the Revenue and Disaster Management Department.
Updated Definition of Admissible Consent/Offer
According to the amendment, a revised definition has been introduced for what qualifies as an admissible consent or offer from landowners. The new clause specifies that such consent must be uploaded by a landowner or an aggregator on the E-Bhoomi portal, and it must fulfil the conditions listed in sub-paras 5(ii) and 5(iii) or 6(ii) and 6(iii) of the policy.
Impact on Landowners and Government Projects
The update provides greater clarity on the requirements for submitting land offers under the voluntary purchase system. This is expected to make the process more transparent for landowners and improve project planning for government departments and associated bodies engaged in development works.

1. This Notification amends the Policy for Purchase of Land Voluntarily offered to Government Departments, Government entities, i.e., Boards and Corporations and Government Companies for Development Projects 2025 (hereinafter referred to as the said Policy.
2. In the said Policy, for sub-para 4.1 of para 4, the following shall be substituted, namely:- “4.1.Admissible Consent/Offer’ refers to any consent uploaded by a landowner either himself or through an aggregator on E- Bhoomi portal, fulfilling all the conditions mentioned at sub-paras 5(ii) & (iii) / 6(ii) & (iii).”
