Enhancing Preparedness for Chemical Incidents
Chemical emergencies represent a growing threat to public health, environmental safety, and societal stability, highlighting the critical need for robust national preparedness and response systems. In today’s rapidly expanding industrial economy, staying equipped and ready for such emergencies is essential.
Launch of Specialized Training Modules
The Union Health Secretary, joined by senior officials from various ministries, national agencies, private sector experts, industry representatives, and academia, launched a set of training modules on the Public Health Management of Chemical Emergencies. The event took place at Nirman Bhawan, New Delhi, on October 23, 2025.
Details of the Training Modules
Developed by the National Centre for Disease Control (NCDC) under the Ministry of Health and Family Welfare (MoHFW), in collaboration with the National Disaster Management Authority (NDMA) and with technical support from the World Health Organization (WHO India), the initiative includes three specialized modules:
- Module 1: Preparedness, Surveillance, and Response – Focuses on strategies for public health management of chemical emergencies.
- Module 2: Pre-Hospital Management – Covers protocols for managing chemical incidents before hospital care.
- Module 3: Medical Management – Details clinical approaches to treating chemical emergency cases.

Objectives and Impact
These modules are designed to equip public health professionals, healthcare workers, emergency responders, and policymakers with the knowledge, skills, and tools needed for timely and effective management of chemical incidents. By strengthening these capabilities, the initiative supports the core capacities outlined in the International Health Regulations (IHR 2005), contributing to both national and global health security.
Collaborative Commitment
The launch event saw participation from officials of the Ministry of Health and Family Welfare, NDMA, central government ministries, academic institutions, the WHO India Country Office, and other key stakeholders. The event underscored a shared commitment to building a “Self-reliant Resilient Nation” capable of addressing chemical emergencies effectively.
