Driving Swachhata and Productivity: Special Campaign 5.0

Inspired by the Prime Minister’s vision to institutionalize cleanliness (Swachhata) and streamline government operations, the Ministry of Heavy Industries (MHI), along with its Central Public Sector Enterprises (CPSEs) and Autonomous Bodies (ABs), is actively participating in the 5th consecutive year of the Special Campaign for Disposal of Pending Matters (SCDPM) 5.0. Running from October 2 to October 31, 2025, this campaign focuses on enhancing cleanliness and resolving pending administrative matters across various divisions.

Leadership and Oversight

Shri Kamran Rizvi, Secretary of MHI, accompanied by senior officials, conducted inspections across various MHI divisions in New Delhi to ensure the effective implementation of cleanliness activities identified during the preparatory phase. A dedicated team monitors daily progress, with updates uploaded to the SCDPM portal hosted by the Department of Administrative Reforms and Public Grievances.

Mid-Term Achievements of Special Campaign 5.0

As of October 20, 2025, the mid-term review of the campaign showcases significant progress:

  • Cleanliness Campaign: 755 out of 1,336 targeted sites completed (57% achievement).
  • Space Freed: 28.75 lakh sq. feet of space cleared against a target of 37.29 lakh sq. feet (77% achievement).
  • Public Grievances: 28 public grievances and 10 public grievance appeals resolved, achieving a 100% disposal rate.
  • Physical Files: 16,667 files reviewed out of 40,400 targeted (41% achievement), with 11,426 files weeded out, surpassing the target of 7,404 files (154% achievement).
  • E-Files: 10,54,976 e-files reviewed out of 10,59,804 targeted (99% achievement), with 9,45,422 e-files weeded out against 9,50,333 targeted (99% achievement).

As part of the campaign, Engineering Projects (India) Ltd. (EPIL) renovated the 4th-floor pantry at its Corporate Office in New Delhi, enhancing the workspace environment.

CMTI’s Cleaning Activities

The Central Manufacturing Technology Institute (CMTI) undertook cleaning activities on the roof of its CASMP block in Bengaluru, Karnataka, contributing to a cleaner and safer workspace.

AYCL’s Recreational Transformation

Andrew Yule & Co. Ltd. (AYCL) transformed office scrap and junk into a recreational room at its Head Office in Kolkata, West Bengal, promoting employee well-being.

Innovative Inter-Organizational Inspections

For the first time, MHI introduced inter-organizational inspections to verify campaign activities, ensuring timely completion and high-quality outcomes. This approach has enhanced accountability and efficiency across participating organizations.

Spreading Awareness Through Social Media

To amplify the campaign’s reach, CPSEs and ABs have posted over 350 tweets on X (formerly Twitter) via their official handles. Additionally, MHI has released three Press Information Bureau (PIB) statements highlighting key activities and achievements under Special Campaign 5.0.
