On October 20, 2025, in Vientiane, the capital of the Lao People’s Democratic Republic (Lao PDR), a significant step was taken to address the lingering dangers of unexploded ordnance (UXO) from the Indochina War. H.E. Mr. KOIZUMI Tsutomu, Ambassador Extraordinary and Plenipotentiary of Japan to Lao PDR, and H.E Mr. Anouparb VONGNORKEO, Deputy Minister of Foreign Affairs of Lao PDR, signed and exchanged notes for “the Project for the Regional Development through Acceleration of the Clearance of Unexploded Ordnance in the Southern Provinces (Phase 3)” with a grant of up to 673 million yen.
Unexploded ordnance continues to pose severe risks to the lives of people in Lao PDR, while also hindering the expansion of farmland and infrastructure development. This project, following efforts in 2022 and 2024, focuses on the procurement of advanced detection equipment and funding for UXO removal activities in three southern provinces: Sekong, Saravan, and Champasak. Approximately 50 people are injured or lose their lives annually due to UXO in these areas. By accelerating clearance efforts, the project aims to reduce the number of UXO victims and support regional development.
This year marks the 70th anniversary of diplomatic relations between Japan and Lao PDR, with the bilateral relationship recently elevated to a “Comprehensive Strategic Partnership.” This UXO clearance project aligns with this partnership, contributing to the protection of Lao citizens’ lives and livelihoods while supporting the country’s pursuit of autonomous and high-quality economic growth.
