Council of Health Insurance Announces Penalties for Q3

Riyadh, October 27, 2025 – The Council of Health Insurance (CHI) announced the issuance of 140 decisions imposing penalties on employers during the third quarter of 2025 for violations of the Cooperative Health Insurance Law.

Record Penalties Total Over SAR 828 Million

CHI said the fines totaled SAR828,321,011 after prior notices to comply and rectify status in accordance with the law, including Article 14 – Mandatory insurance for the employer.

Article 14: Strict Employer Obligations

Article 14 stipulates that if an employer fails to enroll employees or does not pay the required insurance premiums for employees and their eligible dependents, the employer must pay the due premiums in addition to a financial penalty not exceeding the value of the annual subscription for each individual; the law also allows restricting the violator’s ability to recruit workers on a temporary or permanent basis.

As the sector regulator overseeing the implementation of the Cooperative Health Insurance System, CHI coordinates with stakeholders to enhance compliance and safeguard beneficiaries’ rights.
