CST Recognised for Leadership in Digital Transformation

Riyadh, November 7, 2025 — The Communications, Space and Technology Commission (CST) of Saudi Arabia has been honoured with multiple awards at the fourth Digital Government Forum 2025. The authority achieved 10th place in the Digital Transformation Index with a score of 93.3%, securing the top position among the Technology, Transport, and Media Group.

CST’s consistent performance underscores its commitment to advancing digital transformation across the Kingdom. The organisation has maintained its presence among the top six government entities for three consecutive years, achieving fifth place in 2022, third in 2023, and sixth in 2024.

Championing Emerging Technologies and Innovation

For the third consecutive year, CST retained the top position in the Emerging Technologies Adoption Readiness Index for 2023, 2024, and 2025. This success reflects its proactive efforts in driving digital innovation through more than 60 technology projects and a comprehensive human resource development strategy designed to enhance technical skills and knowledge.

The authority also earned the Maturity Certificate for its Free and Open-Source Software Adoption initiative, marking Level 3 recognition. The project aligns with the goals of Saudi Vision 2030, aiming to promote local innovation, strengthen digital independence, and boost efficiency in public spending. Through open-source development, CST continues to enhance collaboration among government entities and build sustainable national digital capacities.

Award for Best e-Participation Initiative

CST’s Regulations Platform received the Excellence Certificate for Best e-Participation Initiative. The AI-powered platform oversees the entire lifecycle of regulatory documents, including their drafting, public consultation, and publication. It has successfully cut down the time required for analysing public feedback by 90%, achieving an impressive 95% user satisfaction rate.

This initiative has simplified public consultations by using generative AI to evaluate comments, produce summary reports automatically, and improve overall decision-making efficiency. It represents a strong example of how technology can enhance citizen engagement and transparency in governance.

Commitment to Risk Management and Service Continuity

In the 2025 Digital Transformation Measurement, CST was also recognised for excellence in risk and business continuity management. The authority has strengthened its ability to identify potential threats that might affect the continuity of its digital services and implemented measures to maintain smooth and secure operations.
