IMCTC Secretary General Holds Meeting With Acting UN Counter-Terrorism Chief

The Secretary General of the Islamic Military Counter Terrorism Coalition (IMCTC), Major General Pilot Mohammed Al-Moghedi, met on Thursday with Acting Under-Secretary-General of the United Nations Office of Counter-Terrorism (UNOCT) Alexandre Zouev and his delegation at the coalition’s headquarters in Riyadh.

Discussions on Strategic Vision and Capacity Building

The meeting addressed the IMCTC’s strategic approach to countering terrorism through four key pillars: ideological, media, financial, and military. Participants reviewed programs and initiatives designed to strengthen the capacities of member states and improve their preparedness against cross-border threats.

The coalition highlighted its contribution to relevant regional and international efforts, noting its work in specialized training, the sharing of expertise, and the development of joint operational tools and guides focused on combating terrorism and its financing.

UN Perspective on Cooperation

Zouev commended the IMCTC’s activities in counter-terrorism, describing the coalition as a practical global platform that unites several countries within a framework of coordinated collective action. He noted that the United Nations follows with interest partnership models that emphasize capacity building, address the underlying causes of extremism, and encourage moderation and coexistence.

The UN official also stressed the need for unified regional and international efforts to confront increasingly complex terrorist threats linked to organized crime and cyber challenges.

Memorandum of Understanding With the United Nations

In February 2025, the IMCTC signed a memorandum of understanding with the UN Counter-Terrorism Centre to advance joint work and align efforts in responding to terrorist threats. The memorandum includes specialized training, knowledge exchange, and joint initiatives intended to reinforce the capabilities of member states while supporting the principles of the United Nations Global Counter-Terrorism Strategy. These efforts aim to enhance regional and global security and stability.
