Introduction to Special Campaign 5.0

The Government of India’s Special Campaign 5.0 is a transformative initiative aimed at promoting cleanliness, simplifying rules and procedures, optimizing record management, utilizing space effectively, and disposing of waste to enhance workplace efficiency. The Department of Water Resources, River Development & Ganga Rejuvenation (DoWR, RD & GR) is actively implementing this campaign with dedication. Nodal officers across the Department and its field organizations are working diligently to address pendencies and meet the campaign’s objectives as outlined by the Department of Administrative Reforms & Public Grievances (DAR&PG).

Progress Review by Additional Secretary

On October 16, 2025, Shri Subodh Yadav, Additional Secretary, DoWR, RD & GR, reviewed the progress of Special Campaign 5.0 across the Department’s wings, divisions, and organizations. He expressed satisfaction with the efforts made to achieve the campaign’s targets and urged teams to explore innovative methods to resolve pending matters before the deadline.

Achievements of Special Campaign 5.0

As of October 16, 2025, the Department has made significant strides in meeting the campaign’s goals. Below is a summary of the achievements:

  • MP References: 27 out of 135 resolved.
  • PMO References: 12 out of 41 addressed.
  • Public Grievances: 84 out of 135 resolved.
  • Public Grievance Appeals: 17 out of 22 cleared.
  • Parliament Assurances: 19 out of 32 fulfilled.
  • Physical Files Reviewed: 9,203 out of 15,405 completed.
  • e-Files Reviewed: 4,233 out of 8,119 processed.
  • Ease of Rules: 1 out of 4 simplified.
  • Cleaning Campaigns: 266 out of 563 conducted.
  • Space Freed: 33,940 sq. ft. out of 1,19,297 reclaimed.
  • Revenue from Scrap Disposal: ₹40,71,992 out of ₹98,08,738 generated.

Documentation and Public Awareness

The Department is diligently documenting the campaign’s progress by photographing and videographing ‘Before’ and ‘After’ conditions of sites involved in cleanliness drives. These visuals are uploaded daily to the DAR&PG portal. Additionally, one PIB press release and 57 social media posts across various platforms have been shared to raise public awareness about the Department’s achievements under Special Campaign 5.0.
