India Highlights Social Inclusion at Global Summit

Union Minister for Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, is heading the Indian delegation at the Second World Summit for Social Development taking place in Doha, Qatar, from 4 to 6 November 2025. India’s participation underlines a strong commitment to global cooperation in advancing inclusive social progress.

India’s Transformative Progress in Poverty Reduction

At the Summit’s opening session, Dr. Mandaviya will present India’s National Statement and contribute to the adoption of the Doha Political Declaration. India’s remarkable poverty alleviation story stands out, having lifted 248 million citizens out of multidimensional poverty in just over a decade. By 2022-23, only 2.3% of the population lived below the international poverty line, a feat supported by targeted government schemes like the Pradhan Mantri Garib Kalyan Anna Yojana, PM Awas Yojana, and Jan Dhan initiative.

Social Protection Reaches 940 Million Citizens

India’s social safety net has registered exponential growth, verified by the International Labour Organization (ILO). Social security coverage expanded from a modest 19% in 2015 to an impressive 64.3% in 2025. More than 940 million individuals now benefit from programmes enabled by the JAM (Jan Dhan–Aadhaar–Mobile) architecture that ensures direct and transparent delivery of financial assistance.

NITI Aayog to Highlight “Pathways Out of Poverty”

On 5 November, NITI Aayog will host an event focusing on grassroots empowerment, particularly women’s economic inclusion, cooperative models, and widespread social security access. Representatives from Brazil, Maldives, and the ILO are expected to share insights during the session.

Strategic Engagements for Stronger Global Ties

Dr. Mandaviya will also address the Ministerial Dialogue on the Global Coalition for Social Justice, reaffirming India’s advocacy for equitable and sustainable development. His visit includes important bilateral engagements with counterparts from Qatar, Romania, and Mauritius, along with a meeting with the EU delegation and ILO’s Director-General.

Focus on Youth, Jobs, and Sports Excellence

A special event featuring the National Career Service (NCS) Portal, organised by the Labour Ministry in association with the Indian Business and Professionals Council (IBPC), will underscore India’s digital employment services. The Minister is also slated to tour Qatar’s Aspire Zone Complex to exchange best practices in sports infrastructure and youth development.

Honouring the Vision of “Viksit Bharat @2047”

As the world revisits the core principles laid out at the 1995 Copenhagen Summit, India’s active role at WSSD-2 reaffirms its pledge to eliminate poverty, create dignified employment opportunities, and ensure social inclusion. Dr. Mandaviya’s participation signals India’s determination to build a developed, inclusive, and self-reliant nation by 2047 through innovation, empowerment, and global collaboration.
