Mahatma Gandhi Institute for Rural Industrialization, Wardha: New Group ‘A’ Service Rules Notified

The Ministry of Micro, Small and Medium Enterprises has officially notified a new set of service rules governing the Group ‘A’ post of Director at the Mahatma Gandhi Institute for Rural Industrialization (MGIRI), Wardha. The notification, issued on 24th October 2025, outlines the recruitment procedures, service conditions, qualifications, tenure terms, and other appointment regulations.

Scope and Applicability of the Rules

The newly notified rules, titled Mahatma Gandhi Institute for Rural Industrialization, Wardha (Group ‘A’) Service Rules, 2025, come into effect from the date of their publication in the Official Gazette. These rules specifically apply to the post of Director as detailed in the enclosed schedule of the notification.

Post Details and Pay Structure

The position of Director is classified under General Central Service, Group ‘A’, Gazetted, Non-Ministerial. The post carries a Pay Level-14 (Rs. 1,44,200 – Rs. 2,18,200) under the pay matrix.

Age Limit and Tenure

The upper age limit for applying to the post through direct recruitment is 58 years on the closing date of the application. The superannuation age is 60 years, and the maximum tenure in the post is five years or until superannuation, whichever occurs earlier.

Educational Qualifications and Experience Requirements

Essential Qualifications:

  • Ph.D. in Science, Engineering, or Management (with Science and Technology background)
  • First-class or equivalent in preceding degree
  • Very good academic record
  • 15 years of experience in teaching, research, rural technology development, or industry
  • At least 5 years of service at the level of Chief Scientific Officer

Exceptional Consideration Clause: Professionals with outstanding contributions in rural industrialization, such as engineers, technocrats, or scientists without Ph.D. or first-class qualifications may also be considered in exceptional circumstances.

Method of Recruitment

The post may be filled through Direct Recruitment or Deputation. Officers holding analogous posts in the Central or State Government, statutory bodies, autonomous organizations, or corporations with the required experience and qualifications may be considered on deputation.

The deputation period ordinarily shall not exceed three years, extendable by an additional period of two years. The maximum age for appointment on deputation shall not exceed 58 years on the closing date.

Training and Service Liabilities

Appointees may be required to undergo domestic or international training. If an officer resigns during or within three years after training lasting six months or more, they shall be required to refund the full training expenditure.

Appointees are also liable to serve anywhere in India.

Reservation and Relaxation

The rules do not compromise the rights of candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen, and other special categories. All applicable reservation and age relaxation provisions remain intact.
