Background
The original guidelines issued in May 2011 (Letter No. F 40 (35) Pravi/NREGA/Personal Benefit Works/2011) had approved the construction of permanent and temporary tanks on private lands to enhance irrigation and land resources. This initiative was intended to improve rural livelihoods sustainably by developing water resources.
Comments by National Level Monitor (NLM)
During an inspection in Barmer district, the National Level Monitor (NLM), constituted by the Ministry of Rural Development, observed that numerous Category ‘B’ tank construction projects were carried out primarily to meet drinking water needs. While these projects were listed under the farm pond category, they were not utilized for agricultural irrigation, which does not align with the primary objectives of MNREGA.
Directive and Suspension
In light of the NLM observations, the Rajasthan Government has temporarily suspended the approval of tank construction works under the “Apna Khet Apna Kaam” scheme until further orders. This action ensures that MNREGA funds and projects align strictly with their intended purpose of improving rural livelihoods through agricultural and irrigation development.
