
New Delhi, India: The Ministry of Parliamentary Affairs (MoPA) has concluded its participation in Special Campaign 5.0 for Swachhata and Disposal of Pending Matters with exceptional results across all focus areas. The nationwide campaign, conducted from 2nd to 31st October 2025, witnessed MoPA achieving complete fulfilment of its targets through meticulous planning, consistent monitoring, and dedicated participation of all officials.
Comprehensive Approach to Clean Governance
The Special Campaign 5.0, led by the Department of Administrative Reforms and Public Grievances (DARPG), sought to institutionalize Swachhata in government offices and reduce administrative backlogs. For MoPA, the campaign became an opportunity to reinforce its commitment to transparency, sustainability, and efficiency in governance. The focus on both clean workspaces and efficient systems ensured measurable progress throughout the campaign period.
Preparatory and Implementation Phases
During the preparatory phase held from 15th to 30th September 2025, MoPA identified all pending cases, redundant records, outdated files, and e-waste for action. The intensive implementation phase through October 2025 saw systematic efforts to resolve pending matters, enhance workspace cleanliness, and streamline internal processes.
Key Achievements Under Special Campaign 5.0
- Clearance of 100% of pending references and files.
- Comprehensive cleanliness drives across all sections of the Ministry.
- Disposal of obsolete materials and e-waste following environmental norms.
- Widespread adoption of digital tools such as e-Office, e-HRMS, Consultative Committee Management System, Claims and Inventory Management System, NeVA, OAMS, and the National Youth Parliament Scheme portal.
Through these digital initiatives, MoPA has minimized paper use, advancing the goal of paperless governance. A major highlight of the campaign was the National e-Vidhan Application (NeVA), a flagship platform transforming State Legislatures into paperless institutions. This initiative has boosted transparency and efficiency while contributing to significant savings and environmental protection.
Social Media and Public Engagement
To enhance outreach, MoPA actively used social media platforms to share progress and engage the public. Using hashtags like #SpecialCampaign5.0 and #SHS2025, the Ministry posted photographs, inspection updates, and reviews by senior officials, including the Secretary and Additional Secretary, who personally assessed different office sections.
