Farmers in Haryana who suffered crop damage due to heavy rainfall and waterlogging during the monsoon period may need to wait till the end of November for compensation. The delay is mainly linked to the ongoing verification of damage assessment records and the ongoing government procurement of paddy.

Verification Work Still Incomplete

A significant portion of the crop loss assessment, known as girdawari, has not yet been completed across several districts. At the patwari level, the pending area stands at 1966.34 acres in six districts. The next level of verification at various administrative tiers also remains unfinished, involving over 5,25,000 acres of farmland.

District-wise Pending Girdawari

District Pending (acres)
Jhajjar 150.22
Rewari 1681.89
Panchkula 23.58
Sirsa 123.89
Panipat 84.6
Yamunanagar 33.14

According to the compensation portal data, verification responsibilities are still pending at several administrative ranks. This includes 54,325.45 acres at the Kanungo level, 1,30,318.40 acres each at the Tehsildar and Deputy Commissioner levels, 1,23,841.28 acres at the SDM level, 59,370.12 acres at the District Revenue Officer level, and 27,627.49 acres at the Divisional Commissioner level.

Procurement Process is the Priority

The state revenue authorities are currently focusing on completing the ongoing procurement of paddy and reconciling records of insured farmers. Paddy procurement is scheduled to continue until 15 November. Officials indicate that only after the procurement concludes can the assessment of crop loss and the final compensation calculations be completed accurately.

The Director General of Land Records stated that the final stage of girdawari consolidation will be taken up after 15 November. Purchases from insured farmers are also being matched to ensure accurate compensation distribution.

Farmers Reported Large-Scale Damage

Following widespread crop damage due to waterlogging during the monsoon, farmers, agricultural unions, and political groups called for compensation. In response, applications were collected through the official compensation portal until 15 September. A total of 5,29,265 farmers from 6395 villages reported losses affecting 31,01,461.72 acres of farmland.

Patwaris in 18 districts have already carried out ground-level crop loss assessments, but final validation from higher officials remains pending, which is likely to push the compensation timeline to late November.

Conclusion

Compensation will be processed only after procurement and verification work is completed. Farmers can therefore expect the disbursal process to start towards the end of November.
