State Level Vigilance and Monitoring Committee Reconvenes

On October 27, 2025, Chief Minister Sukhvinder Singh Sukhu chaired a pivotal meeting of the State Level Vigilance and Monitoring Committee in Himachal Pradesh, marking its first session in 11 years. The committee, formed under the Protection of Civil Rights Act, 1995, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1985, discussed critical measures to enhance social justice and welfare for Scheduled Castes.

Commitment to Social Justice and Equality

Chief Minister Sukhu emphasized the historical significance of these laws, attributing them to the vision of the Congress Party and Dr. Bhimrao Ambedkar, the architect of India’s Constitution. He highlighted the state’s dedication to their effective implementation, noting that they have brought positive societal changes. To strengthen administrative oversight, the Additional Chief Secretary of the Social Justice and Empowerment Department was appointed as the nodal officer.

Inspiration from Mahatma Gandhi

Drawing inspiration from Mahatma Gandhi’s lifelong struggle for equality and harmony, Sukhu reiterated the government’s sensitive and committed approach to the welfare of Scheduled Castes. He noted a significant reduction in untouchability incidents in Himachal Pradesh, with strict actions enforced against violators.

Support for Victims and Legal Aid

Over the past three years, the state government has distributed approximately Rs. 7.35 crore as rehabilitation assistance to 1,200 victims of atrocities. Additionally, 45,238 victims have received free legal aid through the State Legal Services Authority, showcasing the government’s commitment to justice and support.

Promoting Brotherhood and Harmony

Social Justice and Empowerment Minister Dr. (Col.) Dhani Ram Shandil highlighted that 25.19 percent of Himachal Pradesh’s population belongs to the Scheduled Castes. The government is fostering brotherhood and harmony through initiatives like reservations in government jobs and various social welfare schemes.

Legal Framework Against Discrimination

Dr. Shandil emphasized that under Articles 15, 16, and 17 of the Indian Constitution, untouchability and caste discrimination are punishable offenses. The Prevention of Atrocities Act ensures strict penalties and fines based on the severity of violations, reinforcing equal rights for all citizens.

The meeting saw participation from key figures, including Youth Services and Sports Minister Yadvendra Goma, Chairman of the 7th State Finance Commission Nand Lal, MLAs Hans Raj, Vinod Kumar, Suresh Kumar, and Malendra Rajan, along with senior officials like Chief Secretary Sanjay Gupta, DGP Ashok Tiwari, and Additional Chief Secretary Shyam Bhagat Negi.
