Key Provisions of the New Rules
Registration and Commissioning Requirements
Owners intending to install a lift or escalator must submit an application using Annexure-1 to the local Assistant Director, Electrical Safety. Upon completion, a commissioning report (Annexure-2) accompanied by a Rs 5,000 fee per lift or escalator is required. The installation agency must provide an undertaking ensuring all safety features comply with the Act and rules.
Mandatory Accessibility Features
The rules mandate that at least one lift in every public premise must be disabled-friendly, adhering to all relevant codes and directives to ensure accessibility for all users.
Maintenance and Operator Requirements
Owners of lifts and escalators in public premises are required to secure a comprehensive Annual Maintenance Contract (AMC) from the Original Equipment Manufacturer (OEM) or an authorized service provider. A detailed logbook (Annexure-4) must be maintained and displayed near the equipment, documenting periodic maintenance and operator issues. Additionally, trained operators must be appointed, with their contact details prominently displayed.
Manufacturer and Agency Registration
Manufacturers and agencies involved in commissioning or maintenance must register with the Director, Electrical Safety, paying a Rs 25,000 fee for a five-year registration (manufacturers) or a one-year registration (AMC agencies). Manufacturers are responsible for ensuring equipment has a minimum 20-year operational life and providing continuous spare parts support.
Accident Reporting and Late Fees
A separate accident logbook (Annexure-7) must be maintained to record incidents, ensuring transparency and accountability. Late fees for non-compliance with timelines range from Rs 100 per day for delays up to 7 days to a Rs 10,000 penalty and suspension of operations for delays exceeding 30 days.
