Overview of the National Conclave
Under the visionary goal of Viksit Bharat@2047, as outlined by the Hon’ble Prime Minister, the Ministry of Tribal Affairs is set to host the National Conclave on Adi Karmayogi Abhiyan on October 17, 2025, at Vigyan Bhawan, New Delhi. This landmark event marks a pivotal moment in India’s journey toward responsive, citizen-led governance, in alignment with flagship initiatives like PM-JANMAN and Dharti Aaba Janbhagidari Abhiyan.
The Hon’ble President of India will grace the occasion as the Chief Guest, joined by the Union Minister for Tribal Affairs, Union Ministers of Line Ministries, Ministers of State for Tribal Affairs, senior officials, District Magistrates, Master Trainers, and representatives of Adi Saathi and Adi Sahyogi from across the country.

Honoring Tribal Heritage and Leadership
The Conclave is a cornerstone event of Janjatiya Gaurav Varsh (November 15, 2024 – November 15, 2025), declared by the Government of India under the leadership of Hon’ble Prime Minister Shri Narendra Modi. This year-long celebration honors the resilience, contributions, and leadership of India’s tribal communities, reinforcing their role in shaping a developed India.
Tribal Village Vision 2030: From Vision to Action
A key focus of the Conclave is the Tribal Village Vision 2030, a strategic framework to finalize policy inputs, implementation strategies, and project execution plans derived from over 50,000 Village Action Plans crafted through nationwide consultations with tribal communities.
Thematic Deliberations
Five thematic groups, chaired by senior officials at the level of Union Secretary and guided by respective Union Line Ministers, will focus on critical sectors:
- Education & Skill Development
- Health & Nutrition
- Livelihood & Entrepreneurship
- Infrastructure (Housing, Power, Roads, Connectivity)
- Governance & Institutional Strengthening

The Conclave will feature a Recognition Ceremony to celebrate outstanding achievements under the Ministry’s flagship programs:
- PM-JANMAN: Best-performing Ministries, States, and Districts
- Dharti Aaba Janbhagidari Abhiyan: Best-performing States and Districts
- Adi Karmayogi Abhiyan: Best-performing States, Districts, State Master Trainers (SMTs), Adi Saathis, and Adi Sahyogis
This initiative aims to celebrate excellence, replicate success stories, and inspire innovation at the grassroots level.
Tribal Village Vision 2030 Action Plan
A Community-Driven Development Roadmap
During Adi Sewa Parv on October 2, 2025, Special Gram Sabhas across India adopted the Tribal Village Vision 2030 Action Plan, empowering tribal villages to create tailored development roadmaps aligned with Viksit Bharat@2047.
Key Features of the Action Plan
- Community-led planning through Transect Walks, Focus Group Discussions (FGDs), and Gap Analysis
- Prioritization of village-level needs in education, health, livelihoods, inclusion, and infrastructure
- Integration with flagship schemes like PM-JANMAN and Dharti Aaba Janjatiya Gram Utkarsh Abhiyan 2.0
- Establishment of Adi Sewa Kendras as single-window citizen service centers
- Launch of the AI-enabled Adi Vaani App for real-time multilingual communication
To date, over 56,000 Tribal Village Vision 2030 Action Plans have been formulated, and 53,000 Adi Sewa Kendras have been established, empowering 11.5 crore tribal citizens with the support of over 10 lakh Adi Saathis and Adi Sahyogis across 30 States and Union Territories.
Adi Karmayogi Abhiyan: Transforming Governance
Launched by Hon’ble Prime Minister Shri Narendra Modi on September 17, 2025, in Dhar, Madhya Pradesh, the Adi Karmayogi Abhiyan is the world’s largest tribal grassroots leadership mission. Rooted in the principles of Seva (Service), Samarpan (Dedication), and Sankalp (Resolve), the mission has trained over 20 lakh officials, Self-Help Group (SHG) women, and tribal youth through Governance Process Labs, emphasizing sensitivity to tribal issues, last-mile service delivery, scheme convergence, and participatory governance across 1 lakh tribal villages.
