On October 23, 2025, China’s Special Envoy, Mr. Yue Xiaoyong, met with Afghanistan’s Deputy Foreign Minister, Dr. Mohammad Naeem, to discuss strengthening bilateral relations and addressing recent tensions between Afghanistan and Pakistan.
Strengthening Afghanistan-China Relations
Dr. Mohammad Naeem emphasized the deep historical ties between Afghanistan and China, noting their shared commonalities as neighboring nations. He expressed gratitude for China’s continued support and reaffirmed the Islamic Emirate’s commitment to engaging with all countries based on mutual respect. Dr. Naeem also assured that Afghanistan’s territory would not be used against any other nation.

Addressing Tensions with Pakistan
Dr. Naeem highlighted that Pakistan has been testing the patience of the Islamic Emirate over the past four years, prompting a response. However, he stressed that the Emirate prefers resolving issues through dialogue and mutual understanding.
China’s Role in Regional Stability
Mr. Yue Xiaoyong expressed China’s desire to foster long-term relations with Afghanistan, grounded in mutual respect and recognition of Afghanistan’s national sovereignty. He also underscored China’s willingness to play a constructive role in easing tensions between Afghanistan and Pakistan, while welcoming mediation efforts by Qatar and Türkiye.
