Major Electoral Change Notified
The Election Commission of India (ECI) has announced significant administrative changes within the electoral machinery of Uttar Pradesh. In a notification dated 24th September, 2025 (corresponding to 02 Asvina, 1947 Saka), the ECI has exercised its statutory powers to amend the list of designated Assistant Electoral Registration Officers (AEROs) for two key Assembly Constituencies (ACs) in the state. This move aims to bolster the efficiency and administrative structure responsible for maintaining the electoral rolls.

Invoking the Representation of People Act, 1950
The notification, issued under No. 429/UP/2023(1), explicitly cites the authority conferred by sub-section (1) of Section 13C of the Representation of People Act, 1950 (43 of 1950). This legal provision empowers the Election Commission to appoint officers to assist the Electoral Registration Officer in the performance of their functions.
The current notification serves as an amendment to the Commission’s previous directive, Notification no. 429/UP/2023(1), which was originally issued on 20th October, 2023. This indicates a continuous process of review and adjustment by the ECI to ensure optimal administrative coverage.
The Specific Amendments: Focus on Banda Region
The ECI has directed the substitution of existing entries in column (2) of the Table appended to the original notification with the following new corresponding entries, primarily affecting the Banda region.
Changes for 232- Tindwari Assembly Constituency
For Assembly Constituency Sl. No. 232, Tindwari, the existing second entry for the Assistant Electoral Registration Officer has been substituted.
- New Appointment: The second AERO shall now be the Nayab Tehsildar, Banda.
Changes for 235- Banda Assembly Constituency
The Assembly Constituency Sl. No. 235, Banda, sees multiple substitutions to strengthen the on-ground electoral administration.
- New Appointment (Entry 2): The second AERO shall be the Nayab Tehsildar, Atarra.
- New Appointment (Entry 3): The third AERO shall be the Nayab Tehsildar, Naraini.
These appointments, drawn from the local administrative service (Nayab Tehsildar rank), underscore the ECI’s reliance on experienced government officials for crucial electoral duties.

Assistant Electoral Registration Officers play a pivotal role in the electoral process. Their responsibilities include the continuous revision and maintenance of the electoral roll, handling new voter registrations, modifications, deletions, and ensuring the accuracy of data—all vital components for conducting free and fair elections.
