The Ministry of Housing and Urban Affairs (MoHUA) has approved an additional 1.41 lakh houses under the Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0), bringing the total sanctions under the scheme to over 10 lakh. This milestone was achieved during the 5th meeting of the Central Sanctioning and Monitoring Committee (CSMC) on October 15, 2025, chaired by Shri Srinivas Katikithala, Secretary, MoHUA. The meeting, held at Sankalp Bhawan, New Delhi, reaffirmed the government’s commitment to achieving Housing for All.

Key Highlights of the 5th CSMC Meeting

The meeting saw participation from key officials, including Shri Kuldip Narayan, Joint Secretary & Mission Director (JS&MD), Housing for All (HFA), MoHUA, Principal Secretaries from various States and Union Territories (UTs), PMAY-U Mission Directors, and senior ministry officials. The committee approved proposals for constructing 1,40,942 houses across 14 States/UTs: Assam, Andhra Pradesh, Chhattisgarh, Gujarat, Jammu & Kashmir, Puducherry, Rajasthan, Tamil Nadu, Madhya Pradesh, Meghalaya, Haryana, Odisha, Uttarakhand, and Uttar Pradesh.

Focus on Infrastructure and Occupancy

During the meeting, Secretary Katikithala emphasized the importance of ensuring accelerated occupancy of completed houses. He urged States/UTs to prioritize projects in areas with adequate infrastructure, including roads, public transportation, and connectivity, to enhance the ease of living for beneficiaries. He stated:

“After completion of houses under the scheme, ensure that there is accelerated occupancy. Projects should be finalized in places where there is adequate infrastructure, roads, public transportation, and connectivity to ensure ease of living for beneficiaries.”

Streamlining Implementation

Shri Kuldip Narayan highlighted the need for States/UTs to focus on grounding and fast-tracking house construction. He suggested organizing loan melas to provide easy access to financial support for beneficiaries, enabling timely completion of houses. He also stressed addressing bottlenecks that delay construction and advocated for regular campaigns, such as the Angikaar 2025 campaign, to monitor progress and expedite geo-tagging and completion of PMAY-U houses.

PMAY-U 2.0: Empowering Women and Vulnerable Sections

PMAY-U 2.0 is designed to provide dignified and affordable housing to urban poor and middle-class families, with a strong focus on inclusivity. The scheme prioritizes women, senior citizens, and other vulnerable groups, ensuring equitable access to pucca houses. Key highlights from the latest sanctions include:

• Women Empowerment: 76,976 houses sanctioned for women, including single women, widows, and separated females, with houses registered in their names or under joint ownership.
• Senior Citizens: 13,509 houses allocated to senior citizens.
• Transgender Beneficiaries: 7 houses allotted to transgender individuals.
• Underprivileged Groups: 29,131 houses for Scheduled Castes (SC), 6,561 for Scheduled Tribes (ST), and 74,291 for Other Backward Classes (OBC).

In total, over 6.31 lakh houses under PMAY-U 2.0 have been allocated to women, including 70,794 widows, separated, or unmarried women. Additionally, 163 houses have been sanctioned for transgender individuals, 1.04 lakh for senior citizens, 2.20 lakh for SC beneficiaries, 51,181 for ST beneficiaries, and 5.35 lakh for OBC beneficiaries.

Overview of PMAY-U and PMAY-U 2.0

Launched in 2015, the Pradhan Mantri Awas Yojana – Urban (PMAY-U) has delivered 95.51 lakh pucca houses with basic amenities to eligible urban beneficiaries. Due to rising demand for affordable housing, the scheme was revamped and relaunched as PMAY-U 2.0 in September 2024. The updated scheme aims to provide financial assistance of up to ₹2.50 lakh to one crore poor and middle-class families for constructing or purchasing pucca houses in urban areas.

Eligibility and Implementation

Families from the Economically Weaker Section (EWS), Low Income Group (LIG), and Middle-Income Group (MIG) with an annual household income of up to ₹9 lakh, who do not own a pucca house anywhere in India, are eligible for PMAY-U 2.0 benefits. The scheme operates through four verticals:

• Beneficiary Led Construction (BLC)
• Affordable Housing in Partnership (AHP)
• Affordable Rental Housing (ARH)
• Interest Subsidy Scheme (ISS)

Progress and Future Goals

With over 122 lakh houses sanctioned under PMAY-U and PMAY-U 2.0 combined, the scheme continues to address the housing needs of urban India. The government remains committed to ensuring timely completion and occupancy of houses while promoting inclusivity and improving living standards for marginalized communities.
