Latin America & Caribbean Maritime Meeting Organized by SPF

We presented at the meeting of the regions of Latin America and the Caribbean, organized by the Sasakawa Peace Foundation (SPF). The SPF is a Japanese institution, established in the year 1986 and coordinated under the umbrella of Nippon Foundation, which promotes world peace and security through international cooperation and policy development.

Sasakawa Peace Foundation’s Global Mission

The SPF’s mission is to promote world peace and security through international cooperation and policy development. To this end, it carries out research, human resource development, exchange, and financing activities, with the aim of addressing global challenges such as ocean management, human security, social crises, and relations between Japan and other countries.

Scholarship Program for Maritime Officials

In this context, it annually has a scholarship program for officials from the maritime sector of developing countries, allowing them to pursue master’s studies at the World Maritime University (WMU), located in the city of Malmö, Kingdom of Sweden, under the auspices of the International Maritime Organization (IMO).

The Prefectura Naval Argentina currently has officials who have graduated from that institution of higher learning, and some of them have received financing from the aforementioned foundation.

Regional Meeting Highlights in Antigua and Barbuda

One of these was summoned to the meeting organized in the city of St. Philip’s, Antigua and Barbuda, between the 18th and 22nd of the current month, which brought together officials from different countries, such as: Brazil, Belize, Ecuador, Guyana, Haiti, Jamaica, Mexico, Panama, Peru, St. Kitts and Nevis, St. Vincent and the Grenadines, Trinidad and Tobago and Venezuela, as well as representatives of the foundation in question.

During the event, a presentation was made by country, describing the conformation of the maritime administrations, their components, and the main challenges they face. Next, working groups were developed where four main topics were specifically addressed:

Key Discussion Topics

  • Implementation of maritime legislation
  • Protection of the marine environment
  • Logistics and maritime transport
  • Human resource development

Proposal for a Regional Database

As a result of these discussions, the creation of a database was proposed to allow for the maintenance and sharing of information related to various topics, with the objective of uniting coordination and technical cooperation between the parties.

Strengthening Regional Maritime Ties

During the week of work, there was the notable visit of Dr. Sasakawa, who spoke, highlighting the importance of the event, given that, according to him, there is no better response to global challenges regarding the sustainability of the oceans and their fundamental role for human life.

Said activity allowed for the strengthening of ties between officials from diverse maritime administrations of the regions, in order to continue working together toward the stated objectives, this being a very good opportunity for the institution to establish new agreements with its counterparts.
