The Ministry of Railways has introduced the Railways Red Tariff (Second Amendment) Rules, 2025, aimed at updating the regulations for transporting specific goods. Key Changes in the Amendment

Addition of Liquefied Ethane

The amendment modifies the Railways Red Tariff Rules, 2000, by including Liquefied Ethane under the “Liquid Gases” category in Table II. This addition ensures that the transportation of this specific gas is now formally regulated under the updated rules, streamlining its movement across India’s railway network.

Special Packing Requirements

Alongside the inclusion of Liquefied Ethane, the amendment specifies the use of T-75 ISO Containers for its transportation. This packing requirement is listed under the “Exceptional or Additional Packing Rules” section, ensuring safe and standardized handling of this volatile substance during transit.

Legal Basis and Effective Date

The amendments are made under the authority of Section 67 and Section 87 of the Railways Act, 1989. The rules came into effect on the date of their publication in the Official Gazette, October 21, 2025, ensuring immediate implementation for rail operators and stakeholders.

Background and Previous Amendments

The Railways Red Tariff Rules, 2000 were originally published on July 15, 2000, in the Gazette of India. The most recent amendment prior to this was notified on September 26, 2025, via notification number G.S.R. 719(E). The continuous updates reflect the Ministry’s commitment to adapting rail transport regulations to meet evolving industry needs.
