Introduction to a Robust Policy Framework

Defence Secretary Shri Rajesh Kumar Singh emphasized the urgent need for a structured policy framework to bolster India’s domestic industrial base during his inaugural address at the Strategic Insight Conference on Indigenous Development of Critical Technologies for Air Power held in New Delhi on October 17, 2025. Organized by the Centre for Aerospace Power and Strategic Studies (CAPSS), the conference highlighted the importance of fostering balanced synergy between public and private sectors to achieve self-reliance in defence manufacturing.

Driving Aatmanirbharta in Defence

He reiterated the government’s commitment to Aatmanirbharta (self-reliance) in defence, underscoring the need to develop advanced aero technologies, conduct field evaluation trials, and invest in long-range air-to-air missile systems to strengthen India’s air power capabilities.

In his special address, Vice Chief of the Air Staff Air Marshal Narmdeshwar Tiwari highlighted the pivotal role of air power in shaping strategic outcomes, referencing the success of Operation Sindoor. He advocated for India to prioritize indigenous aircraft design and development while building expertise in electronic warfare, advanced sensors, radars, and secure data links to maintain a competitive edge.

Emerging Technologies in Air Operations

Dr. K Rajalakshmi Menon, Director General of AERO, DRDO, delivered a keynote address focusing on the transformative potential of unmanned aerial vehicles (UAVs), multi-sensor fusion, and artificial intelligence (AI) in modern air operations. She highlighted advancements in stealth technology, aerostats, and airships equipped with cutting-edge sensors. Dr. Menon also emphasized the integration of quantum, photonic, and blockchain technologies to enhance defence systems’ efficiency and security.

Navigating the Evolving Security Landscape

Air Vice Marshal (Retd) Anil Golani, Director General of CAPSS, underscored the importance of Aatmanirbharta in the context of a rapidly evolving security environment and increasing technological competition in the region. He called for leveraging AI, advanced avionics, and next-generation propulsion systems, including intelligent control propulsion, super-cruise capabilities, and fly-by-light systems, to secure India’s aerospace dominance in the future.

As part of the event, the Defence Secretary launched the book Asian Defence Review 2025: Geo-political Shifts and Strategic Partnership Multilateralism in the Indo-Pacific. The conference featured multiple technical sessions exploring critical topics such as:
