The State Government has approved the formation of a separate cadre for Junior Office Assistant (IT) under the Directorate of Recruitment. The move is intended to streamline appointment procedures and establish a consistent, merit-driven system of placement across government departments, ensuring that personnel can be assigned wherever they are needed most.
Objective of the New Cadre
The newly constituted cadre aims to provide greater coordination in staffing and make internal transfers between departments more structured. This approach is expected to support efficient functioning in different offices and improve the delivery of public services.
Initial Posts and Recruitment Process
In the first phase, 300 posts of Junior Office Assistant (IT) have been introduced in the State Cadre as Job Trainees. These positions will be filled through the Himachal Pradesh Rajya Chayan Aayog, following the established reservation policies. The recruitment framework will ensure fairness and standardization across the departments.
Role of the Directorate of Recruitment
The Directorate of Recruitment will serve as the controlling authority for the cadre. It will be responsible for postings, transfers and maintaining service-related records. Although supervision and performance monitoring will be conducted by the respective Heads of Departments, the Directorate will maintain overall seniority using the standard norms followed by the State Government.
Development of SOPs and HRMIS
To support this system, the Government will frame recruitment rules, administrative procedures and Standard Operating Procedures in consultation with advisory bodies. These will define responsibilities of appointing and disciplinary authorities, along with the posting and reporting formats. Additionally, a centralized Human Resource Management Information System will be developed with the assistance of NIC to enable real-time tracking of staffing positions and service records.
