Delhi Circle Launches Drive to Boost Pensioner Support
Controller General of Communication Accounts Smt. Vandana Gupta inaugurated the Delhi circle’s pension outreach drive by interacting with pensioners at the Office of Principal CCA Delhi. During the event, she urged field offices to ensure full compliance with Digital Life Certificate submissions for all pensioners, aligning with the nationwide focus on digital empowerment.
Health Camp and Cybersecurity Awareness Sessions Launched
The occasion also marked the introduction of a health check-up camp for pensioners as well as informative sessions focusing on digital safety. Demonstrations on using the Sanchar Saathi app explained how retirees could protect themselves from fraudulent communication-related activities. These steps complement broader efforts to support pensioners’ overall welfare.
Nationwide Digital Life Certificate Campaign by DoPPW
The CGCA initiative is a part of the 4th National Digital Life Certificate Campaign by the Department of Pension & Pensioners’ Welfare. Conducted throughout November 2025, it is the largest pensioner outreach ever undertaken, spanning over 2,000 district-level locations in collaboration with key entities such as UIDAI, banks, India Post Payments Bank, and the Ministry of Electronics and IT.
SAMPANN: Streamlining Pension Disbursement
The SAMPANN portal, launched in 2018, has revolutionised pension handling for nearly 4 lakh telecom retirees. It streamlines the entire workflow, from sanction and authorization to direct payment into pensioners’ bank accounts. With features like real-time grievance tracking, access to e-PPOs, and instant SMS/email notifications, SAMPANN ensures efficient and transparent disbursement. Notably, the portal has also saved the government over ₹40 crore annually.
Upcoming DLC Facilitation Camps in Delhi NCR
Details about pensioners’ facilitation camps scheduled across Delhi NCR in November 2025 are available publicly. These camps offer hands-on support for Digital Life Certificate registration and provide services related to health, wellness, and digital literacy.
About the Digital Life Certificate Drive
This year’s DLC 4.0 campaign is expected to reach unprecedented coverage, with CGCA alone organising 320 facilitation camps nationwide. It seeks to ensure that even the most vulnerable and remote pensioners are not overlooked, especially those whose certificates are expiring soon. With the SAMPANN platform and additional support measures, the initiative furthers the principle of efficient and transparent governance for India’s retired telecom workforce.
