Massive Push for Digital Life Certificate Campaign 4.0
Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances and Pensions, inaugurated a
large-scale Pensioners’ Camp in Delhi on 3rd November 2025. The Mega Camp, organized by the State Bank
of India at the NDMC Convention Hall, marked a milestone under the ongoing Digital Life Certificate (DLC)
Campaign 4.0, which aims to simplify pension verification through modern technology.
A Landmark in Pensioner Digital Empowerment
Addressing a large gathering of pensioners, Dr. Singh highlighted the government’s efforts in
introducing digital tools that enhance convenience for retired citizens. He emphasized that new
methods of submitting Life Certificates, especially through face authentication, eliminate the
need for physical visits to banks or pension offices—a major relief for elderly and unwell pensioners.
Nationwide Outreach Effort
The Department of Pension and Pensioners’ Welfare launched the month-long DLC Campaign 4.0 in
collaboration with multiple key stakeholders including pension disbursing banks, India Post Payments
Bank, UIDAI, Railways, CGDA, DoT, EPFO, and MeitY. The campaign, running from 1st to 30th November 2025,
focuses on reaching pensioners even in the most remote areas of India.
Over 500 Digital Life Certificates were generated during the Mega Camp. Dr. Jitendra Singh personally
demonstrated the face authentication method, showcasing how easily a Life Certificate can now be
generated using a simple smartphone without any external devices.
Pensioners Respond with Enthusiasm
The minister engaged with several pensioners at the event, who expressed great satisfaction with the
ease and speed of the digital process. Many appreciated that the technology allows them to verify their
identity remotely, saving time and physical effort. The face authentication feature stood out as a key
enabler in this transformation.
Shri V. Srinivas, Secretary of the Department of Pension & Pensioners’ Welfare, also interacted with the
attendees and honoured senior pensioners for their valuable contributions to society.
