The United Kingdom has channelled $10 million (approximately PHP 586 million) into Maynilad Water Services’ record-breaking initial public offering (IPO) on the Philippine Stock Exchange. The investment, made through the UK Government’s MOBILIST programme, positions the UK as a cornerstone investor in one of the largest IPOs in the exchange’s history.
Maynilad, which caters to more than 9 million people in Metro Manila’s West Zone, plans to utilise the fresh capital to modernise its water and wastewater systems. The funds will drive infrastructure expansion and introduce smart sensor technologies designed to detect and manage maintenance requirements more efficiently, ensuring reliable service delivery across the region.
Global Partners Join in Sustainable Investment Drive
MOBILIST’s entry into the Maynilad IPO follows the participation of other major development financiers such as the International Finance Corporation (IFC) and the Asian Development Bank (ADB), along with private sector investors. This collaboration highlights how public markets can become effective channels for financing sustainable infrastructure, renewable energy, and climate-focused projects in the Philippines.
This marks MOBILIST’s second venture in the country after its participation in the Citicore Renewable Energy Corporation’s IPO in 2024, reinforcing its long-term commitment to the Philippines’ transition toward sustainability.

British Ambassador to the Philippines, Sarah Hulton OBE, emphasised the significance of the partnership, noting that the Philippines is the first nation worldwide to host two MOBILIST-supported listings. She remarked that through such initiatives, the UK is helping shape new financial models that attract private capital for development and climate resilience.
Advancing Sustainable Finance and Climate Adaptation
Since 2023, MOBILIST has worked closely with the Philippine Stock Exchange to strengthen the domestic capital market and enable investments in sustainable growth sectors. The Philippines, currently topping the World Risk Index for the third consecutive year, faces increasing vulnerability to climate-related challenges. The UK’s support aims to help the nation enhance its resilience through improved water management, renewable energy, and blue economy initiatives.
The two governments are also collaborating on the EMDE Public Markets Coalition, introduced at the UN’s Fourth Financing for Development Conference (FFD4) held in Seville earlier this year. This international partnership, which includes the African Development Bank and the Norwegian Government, is developing a comprehensive toolkit for global development financiers to expand investments in emerging and developing markets.
