Expected Impacts and Suggested Actions for Cold Wave
Cold wave to severe cold wave conditions are very likely over Madhya Pradesh on November 11 to 12. Expected impacts include an increased likelihood of illnesses like flu, running or stuffy nose, or nosebleed due to prolonged exposure to cold. Shivering should not be ignored as it is the first sign of body heat loss, and individuals should move indoors. Frostbite can occur with prolonged exposure, causing skin to turn pale, hard, and numb, with eventual black blisters on exposed parts such as fingers, toes, nose, or earlobes. Severe frostbite requires immediate medical attention.
Impacts may also affect agriculture, crops, livestock, water supply, transport, and power sector at some places.
Suggested actions include wearing several layers of loose fitting, lightweight, warm woollen clothing. Cover head, neck, hands, and toes as majority of heat loss occurs through these body parts. Eat vitamin-C rich fruits and vegetables and drink sufficient fluids, preferably warm, to maintain adequate immunity. Avoid or limit outdoor activities. Keep dry, and if wet, change clothes immediately to prevent loss of body heat. Wear insulated or waterproof shoes. Warm affected areas slowly with lukewarm water and do not rub the skin vigorously. If the affected skin turns black, consult a doctor immediately. Maintain ventilation while using heaters to avoid inhaling toxic fumes. Take safety measures while using electrical and gas heating devices. Extreme care is needed for vulnerable people. Seek medical attention as soon as possible for someone suffering from frostbite or hypothermia. Protect livestock from cold weather.
Agricultural and Livestock Advisories
For likely impact of heavy rainfall in Tamil Nadu, harvest matured rice and groundnut crops only during clear weather and store the harvested produce in safer places. Make arrangements to drain out excess water from fields of rice, sugarcane, cotton, black gram, maize, and vegetables, and from plantations of coconut, banana, and black pepper to avoid water stagnation. Provide support to banana plants with wooden poles to prevent them from falling.
In Haryana, East Rajasthan, Madhya Pradesh, and Chhattisgarh, apply light and frequent irrigation to standing crops in the evening to protect them from low temperature stress or cold injuries. Use mulching and cover vegetable nurseries and young fruit plants with straw or polythene sheets to maintain optimum soil temperature.
For livestock and fishery, keep animals inside the shed during heavy rainfall and provide them balanced feed. Store feed and fodder in a safe place to prevent spoilage. Construct an outlet with proper netting around ponds to drain out excess water, preventing fish from escaping in case of overflow. Keep cattle inside sheds during night and provide dry bedding to protect them from cold.
For likely impact of thunderstorm or gusty winds, provide mechanical support to horticultural crops and staking or support to vegetables and young fruit plants or fruit-bearing plants to avoid lodging due to strong winds.
