The Planning Department of the Government of NCT of Delhi has issued a notification announcing new recruitment rules for the post of Joint Director (Planning/Statistics) in various departments. These rules have been framed under the proviso to Article 309 of the Constitution and the authorization given through the Ministry of Home Affairs’ notification. The update also cancels the earlier recruitment rules notified in 2013.
Key Features of the New Recruitment Rules
The notification outlines the method of recruitment, the number of posts, classification, pay level, eligibility conditions and requirements related to promotion and deputation. A total of 15 posts have been specified for the year 2025. The position falls under the General Central Service, Group A, and carries Pay Level 12.
Eligibility Through Promotion or Deputation
The recruitment method provides that the post will be filled entirely through promotion, failing which it may be filled through deputation. The eligibility conditions include required years of regular service in lower grades, along with essential academic qualifications in statistics, economics, mathematics or commerce. Preference is also defined for candidates with doctoral qualifications and experience in statistical or planning work.
Departmental Committee and Additional Provisions
The composition of the Departmental Promotion Committee has been detailed, with participation from the Union Public Service Commission and senior officials of the Government of NCT of Delhi. The notification also includes provisions related to reservation, relaxation, and conditions regarding marital status.
Cancellation of Previous Rules
The recruitment rules previously notified on 28 January 2013 have been cancelled by this order. The new rules replace the earlier framework and come into effect as approved by the Lt. Governor of Delhi.

the Constitution read with the Government of India, Ministry of Home Affairs, Notification No.F.24/78/68-DH(S)
dated the 24th September, 1968, the Lt. Governor of the National Capital Territory of Delhi, is pleased to-
(i) make the rules in the Schedule annexed hereto regarding the method of recruitment and qualifications
necessary for appointment to the post of ‘Joint Director (Plg./Stats.)’ in various offices/ departments under this
Government; and
(ii) cancel the Recruitment Rules for the post of Joint Director (Plg./Stats.) in various offices/ departments under
this Government notified vide Notification No. F.9(13)/2008/CC/Plg/Pt.-II/632 dated 28th January 2013.

Notes:
1. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be
provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in
accordance with the orders issued by the Government of National Capital Territory of Delhi from time to time in this
regard.
2. No person, who has entered into or contracted a marriage with a person having a spouse living; or who
having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to
the said post: provided that the Government may, if satisfied that such marriage is permissible under the personnel law
applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt
any person from the operation of this rule.
3. Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or
expedient to do so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect of any class or category of persons.
