JBIC Governor Reviews Infrastructure and Semiconductor Developments

The Governor of the Japan Bank for International Cooperation, Mr. Nobumitsu Hayashi, led a delegation to the National Industrial Corridor Development Corporation flagship industrial park at the Dholera Special Investment Region in Gujarat to review progress at India’s emerging Semicon City and assess the advancing greenfield and plug-and-play industrial infrastructure. The visit took place at a time of increasing momentum in India’s semiconductor manufacturing landscape, with Dholera positioned as a key smart industrial city.

During the visit, Mr. Hayashi noted the planning standards, infrastructure preparedness and governance framework of Dholera SIR. He conveyed confidence in India’s semiconductor sector and observed the development at the Tata Electronics Semiconductor Fabrication Facility. He remarked that Dholera’s integrated systems, scalable utilities and planned infrastructure create a competitive environment for advanced electronics and semiconductor projects.

Delegation Visits Key Facilities in Dholera SIR

The tour commenced at the ABCD Building, which serves as Dholera’s administrative and command centre. The delegation examined the integrated planning processes, digital governance systems and centralised utility mechanisms. They also visited core utility installations, including the Integrated Command and Control Centre, the Experience Centre and the Torrent Power 400 kV Substation, which together reflect the industrial region’s utility framework and suitability for advanced manufacturing.

At the Tata Electronics Semiconductor Fabrication Facility, the delegation met with Tata Group leadership and reviewed the 163-acre fabrication plant being established with an investment of ₹91,000 crore in partnership with Powerchip Semiconductor Manufacturing Corporation of Taiwan. The plant, which will be India’s first commercial semiconductor fabrication facility, is scheduled to begin production in 2027 with a monthly output of 50,000 wafers across 110 nm to 28 nm nodes and is expected to create more than 20,000 high-skilled jobs. Mr. Hayashi expressed optimism regarding the project’s contribution to India–Japan technological cooperation and global semiconductor value chains.

The Chief Executive Officer and Managing Director of the National Industrial Corridor Development Corporation, Shri Rajat Kumar Saini, briefed the delegation on Dholera SIR’s features. The Managing Director of the Dholera Industrial City Development Limited, Shri Kuldeep Arya, and officials from NICDC and DICDL were also present.

Growing Japanese Participation in NICDC Industrial Cities

Japanese companies continue to expand operations across NICDC industrial nodes, indicating confidence in India’s manufacturing environment. The Toyota Group remains a major investor with projects across several NICDC locations covering more than 116 acres and exceeding ₹1,700 crore. NX Logistics India Private Limited has expanded its footprint from its 12.86-acre facility in Shendra to a new facility in Dholera, increasing its total investment to ₹86 crore and generating 400 jobs. Other companies, including Nippon Express, Nagata, Sango and Fuji Silvertech, are also widening their presence in logistics, component manufacturing and industrial infrastructure.

Dholera Industrial City has become a focal point for international delegations exploring opportunities in advanced manufacturing, semiconductors and industrial ecosystems. Recently, the Ambassador of Japan to India and Bhutan, Mr. Ono Keiichi, led a 70-member Japanese business delegation from sectors such as semiconductors, electronics, machinery, infrastructure, logistics and financial services. This visit reinforced Japan’s engagement and Dholera’s role as a preferred location for Japanese investors. Earlier, the Vice Governor of Iwate Prefecture, Japan, Mr. Jun Sasaki, along with representatives from the Japan International Cooperation Agency, visited Dholera on 04 September 2025 to assess collaboration possibilities in industrial development and high-technology manufacturing.

Over the past year, delegations from JBIC, the Japan Chamber of Commerce, the Japan External Trade Organization, JICA, Japanese corporations and international investors have visited Dholera. Along with discussions involving Japanese companies evaluating semiconductor, electronics system design and manufacturing and advanced manufacturing opportunities, these engagements reflect the region’s growing role in India–Japan industrial cooperation under the National Industrial Corridor Development Programme.

Social Infrastructure Expansion in Dholera SIR

Dholera is progressing as a smart industrial city supported by expanding social infrastructure. Developments underway include a 200-bed multispeciality hospital, an integrated school, a guest house, a corporate hotel, an international tent city, a multi-cuisine food court and a fire station. Private developers are advancing residential and commercial projects, including a mixed-use complex in the Activation Area with apartments, retail spaces and business facilities.

With accelerating infrastructure development, an expanding pipeline of global investors and a comprehensive semiconductor manufacturing environment, Dholera is emerging as a key driver of India’s industrial growth and a hub for next-generation industries. The visit of JBIC Governor Hayashi reflects international confidence in Dholera’s capabilities and its growing role in global and India–Japan semiconductor value chains.
