Aatmanirbhar Bharat: BEL and Safran Electronics & Defence Sign Joint Venture Cooperation Agreement for HAMMER Production in India

Bharat Electronics Limited and Safran Electronics and Defence, France have entered into a Joint Venture Cooperation Agreement for the production of the Highly Agile Modular Munition Extended Range Smart Precision Guided Air-to-Ground Weapon in India. The agreement was signed by CMD, BEL Manoj Jain and Executive Vice President, SED Alexandre Ziegler in the presence of Secretary (Defence Production) Sanjeev Kumar and CEO Safran Olivier Andries in New Delhi on November 24, 2025.
Agreement Builds on Earlier Understanding
The cooperation agreement formalises the intent outlined in the memorandum of understanding signed between Bharat Electronics Limited and Safran Electronics and Defence on February 11, 2025 during Aero India. It reaffirms the plan of both entities to establish a potential Joint Venture Company in India. The proposed company will be set up as a private limited entity with equal shareholding. Its objective will be to localise the production, supply and maintenance of the weapon system to support the requirements of the Indian Air Force and the Indian Navy.
The level of indigenisation is planned to increase gradually up to 60 percent, including the local manufacture of key sub-assemblies, electronics and mechanical components. Production transfer will be carried out in phases, with Bharat Electronics Limited taking the lead in final assembly, testing and quality assurance.
Capabilities of the Weapon System
The weapon system is a precision-guided, combat-proven capability known for accuracy and a modular configuration that enables integration with various platforms, including the Rafale and Light Combat Aircraft Tejas. The cooperation agreement highlights Bharat Electronics Limited’s efforts toward strengthening India’s defence manufacturing ecosystem while drawing on Safran Electronics and Defence’s experience in the production of smart precision guided air-to-ground weapons.
