
The Government of the National Capital Territory of Delhi has issued fresh recruitment rules for the post of Senior Chemist in its Directorate of Agricultural Marketing. The notification was issued on 7th November 2025.

How Recruitment Will Happen
The method of filling the post is through internal promotion first, and if no promotion candidate is available, by deputation. For promotion, the candidate must be a Junior Chemist in Level 5 with at least 6 years of regular service, and must have completed a 2-week prescribed training. For deputation, officers from central, state, or union territory administrations are eligible if they meet required experience and educational criteria.
Educational and Experience Requirements
Candidates for deputation should have:
- A Master’s degree in Chemistry, Agricultural Chemistry, or Biochemistry; or a Bachelor’s degree in Chemical Engineering, Chemical Technology, or Food Technology from a recognized institution.
- At least one year of experience in grading and analysing agricultural commodities in a government laboratory.
Other Important Conditions
- There is a 2-year probation period for those joining by promotion.
- No direct recruitment is envisaged — the post will be filled either by promotion or deputation.
- Disqualification applies to those who have married while having a living spouse, but exemptions may be granted under personal law and at government discretion.
- The government may relax any of these rules for specific categories after consulting the Union Public Service Commission (UPSC).
- Standard reservation, age relaxation, and other concessions will apply as per existing government policy for SC/ST, ex-servicemen, and other categories.
Key Administrative Committees
The notification also defines the composition of two key committees:
- Departmental Promotion Committee — chaired by the Principal Secretary / Secretary (TTE) along with other senior members.
- Departmental Confirmation Committee — same composition as the Promotion Committee.
The rules make clear that while promotion will be the first route, deputation remains a viable option. The maximum age for deputation is set at 56 years as on the last date for application.

No. 4(32)/RRs/DAM/Estt.2021/3982.—In exercise of the powers conferred by the provision to article 309 of the constitution, read with the Government of India, Ministry of Home Affairs notification No.24/78/68-DH(S) dated 24/09/1968; No.F,27/59-Hom(i) dated the 13th July, 1959; and in suppression of F. 5(12)/81-DAM/Estt./ dated 30th June, 1988 and anything done or omitted to be done before such suppression, The Lt. Governor, National Capital Territory of Delhi hereby make rules in the Schedule hereto annexed as Annexure-I regarding the method of recruitment and qualifications necessary for appointment to the posts of Senior Chemist in the Office of the Directorate of Agricultural Marketing, Govt. of National Capital Territory of Delhi, Delhi. 1. Short title and commencement: - (i) These rules may be called the “Directorate of Agricultural Marketing, Govt. of National Capital Territory of Delhi, Senior Chemist, Non-Ministerial Gazetted, Group ‘B’ Recruitment Rules, 2024.” (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, its classification and pay level in the pay matrix:- The number of said post, its classification and level of pay in the pay matrix of pay attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc:- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in the Columns (5) to (13) of the said Schedule. 4. Disqualifications:- No person: (a) Who has entered or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to any of the said posts: Provided the Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax:- Where the Government is of the opinion that if necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservation, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.
