Overview of Special Campaign 5.0
The Ministry of Housing and Urban Affairs (MoHUA) is actively engaged in the Special Campaign for Disposal of Pending Matters (SCDPM) 5.0, running from October 2 to October 31, 2025. This initiative emphasizes efficient resolution of pending matters, with a special focus on e-waste disposal, aligning with broader goals to enhance government office efficiency and promote cleanliness in public spaces.
Key Objectives and Implementation
In collaboration with its attached and subordinate offices, as well as Public Sector Undertakings (PSUs), MoHUA is systematically addressing e-waste disposal and clearing pendencies in a time-bound manner. The campaign targets critical areas, including:

- MP References
- References from State Governments
- Inter-Ministerial Communications
- Parliamentary Assurances
- PMO References
- CPGRAM Matters
The Central Public Works Department (CPWD) provides robust support, ensuring effective execution of the campaign’s objectives.
Alignment with Swachh Bharat Vision
In line with the Hon’ble Prime Minister’s vision of a ‘Swachh Bharat,’ MoHUA is conducting extensive cleanliness drives to maintain and beautify government offices and residential complexes. These efforts not only address pending matters but also enhance the aesthetic and functional quality of public spaces, making the benefits of the campaign highly visible.
Mid-Campaign Progress Highlights
As of mid-campaign, MoHUA has achieved significant milestones:
- File Reviews: Reviewed 8,424 out of 17,084 files, streamlining administrative processes.
- File Disposal: Weeded out 2,582 out of 3,467 files to resolve pending issues efficiently.
- Cleanliness Drives: Conducted drives at 259 sites, focusing on e-waste collection and segregation.
- Revenue Generation: Generated ₹2,162,223 through campaign-related activities.
- Space Optimization: Freed up 173,927 square feet, improving facility management.
