Special Campaign 5.0: Dr L Murugan Inspects I&B Cleanliness Drive

The Ministry of Information and Broadcasting is leaving no stone unturned in its push for cleaner offices and faster file clearance under the ongoing Special Campaign 5.0. On October 30 and 31, 2025, Minister of State Dr L Murugan personally visited three key locations in the capital to check the ground reality and give clear instructions for improvement.

Day One: Shastri Bhawan Gets a Close Look

Dr Murugan started his review at Shastri Bhawan, the headquarters of the I&B Ministry in New Delhi. Accompanied by Secretary Sanjay Jaju and Principal Director General of PIB Dhirendra Ojha, he walked through various sections and the record room. The focus was simple: spot untidy corners, identify slow-moving files, and ensure digitisation moves at a brisk pace.

Officers received on-the-spot directions to organise physical records better and speed up the shift to digital storage. The Minister stressed that a clutter-free workspace directly boosts productivity and helps citizens get quicker responses from the ministry.

Doordarshan Bhawan Joins the Clean-Up Momentum

Later the same day, the team moved to Doordarshan Bhawan at Mandi House. Prasar Bharati Chairman Navneet Kumar Sehgal and CEO Gaurav Dwivedi welcomed the Minister. Senior Economic Advisor RK Jena, who also serves as the nodal officer for the campaign, explained the steps already taken to scrap old equipment and clear pending references.

Dr Murugan appreciated the removal of obsolete studio props and outdated paperwork. He asked the team to maintain daily logs of freed-up space so that the progress remains visible to everyone. The visit ended with a quick round of the control room where engineers demonstrated how digital archiving is reducing physical file movement.

Day Two: Akashvani Bhawan Shows Steady Progress

The next morning, October 31, the Minister reached Akashvani Bhawan on Parliament Street. Director General of All India Radio Rajiv Jain briefed him on the campaign’s achievements so far. Old tape libraries, broken furniture, and decades-old correspondence had already been weeded out in large numbers.

Walking through the corridors, Dr Murugan noticed freshly painted walls and neatly labelled shelves. He suggested colour-coded tags for active files so that any officer can locate a document within minutes. The nodal officer promised to implement the idea across all Prasar Bharati units by the end of the week.

Why Special Campaign 5.0 Matters for Public Broadcasters

Public broadcasters like Doordarshan and All India Radio handle thousands of public grievances and program-related queries every month. Pendency in their offices delays everything from artist payments to license renewals. By combining Swachhta with administrative cleanliness, the campaign aims to cut response time and create a healthier work environment for employees.

Across the three locations, over 2,500 square feet of floor space has been reclaimed, and more than 1,800 files have either been closed or moved to the digital repository in just one month. Scrap materials worth several lakhs have been sent for e-auction, adding a small but welcome revenue stream to the ministry.

Key Takeaways from the Ministerial Visits

Dr Murugan’s hands-on approach sent a strong message: senior leadership is fully committed to the Prime Minister’s vision of a clean and efficient bureaucracy. Every section head now has a personal deadline to complete digitisation of records older than five years. Weekly dashboards will track cleanliness scores and pendency ratios until the campaign concludes.

Employees welcomed the push. A young clerk at Shastri Bhawan told our team, “For the first time, we can actually find files without digging through dusty cupboards. It feels good to work in a tidy office.” Similar sentiments echoed in the canteens of Doordarshan and Akashvani.

What Citizens Can Expect Going Forward

Faster grievance redressal, quicker release of payments to content creators, and smoother coordination between the ministry and public broadcasters are the direct outcomes citizens will notice in the coming months. The Special Campaign 5.0 is not a one-time event; many of the best practices will become standard operating procedures.

Digitisation work in progress at I&B Ministry

As Delhi heads into winter, the ministry plans to organise inter-departmental cleanliness competitions to keep the momentum alive. Winners will receive recognition from the Minister himself during the campaign’s closing ceremony.
