Switzerland’s National Armaments Director, Urs Loher, recently held discussions with representatives from Elbit Systems Ltd. in Tel Aviv regarding the ongoing procurement of the ADS 15 reconnaissance drone system. The meeting took place on 5 November 2025, as the project progresses through critical stages involving technical and contractual clarifications.
Revisions to Drone Functionalities Confirmed
The Swiss Federal Department of Defence, Civil Protection and Sport (DDPS) decided on 4 September 2025 to continue the ADS 15 acquisition but without three previously planned functionalities. These include an automatic evasion feature, a GPS-independent take-off and landing capability, and a system for deicing. This strategic decision was balanced by compromises from Elbit Systems.
Elbit Systems Offers Cost-Offsets
In light of the dropped functionalities, Elbit Systems agreed to assume the fixed expenses related to the drone system’s service contract for up to eight years. Such concessions are expected to align the project’s capabilities with Switzerland’s adjusted technical requirements while maintaining cost-effectiveness.
The contractual aspects linked to the revised scope are yet to be finalised. Both sides are expected to outline the agreed terms in an official addendum to the existing agreement.
