Digital Assessments to Replace Paper Exams

The UK is preparing to introduce a web-based testing system for seafarer trainees, marking a major step in maritime education. Beginning in early 2026, traditional paper tests will be phased out in favour of a robust and flexible digital platform, catering to approximately 4,000 candidates every year.

Part of a Wider Training Overhaul

This move follows the recent introduction of electronic Training Record Books and an updated syllabus by the Maritime and Coastguard Agency (MCA). All these initiatives come under the Cadet Training and Modernisation Programme, an industry-wide effort involving maritime employers, training bodies, unions, and experts.

New Features Aim to Improve Competency Measurement

The digital platform offers several modern features such as multiple-choice, written, sketch-based, or fill-in-the-blank responses. It also allows candidates to annotate advanced 2D and 3D images, including electronic navigation charts. Automated marking will streamline the grading process for both straightforward and complex queries.

Secure and Tailored Assessments

Every exam session will generate unique assessments from a secure question bank, ensuring academic integrity through data protection and controlled access. The platform aligns with revised learning standards, designed to better evaluate practical decision-making and role-specific skills.

Industry Collaboration and Timeline

The MCA selected the International Association of Maritime Institutions in October 2025 to develop and deliver the platform. Completion is targeted for March 2026, ahead of the planned rollout. The system will assess candidates pursuing Deck, Engine, and Electro-Technical Officer certifications.

Background: Industry-Led Reform

The training modernisation drive originated from a 2021 review by the Maritime Skills Commission. For the first time, the UK’s maritime regulator is collaborating closely with industry groups like the UK Chamber of Shipping and Merchant Navy Training Board, setting a new benchmark in seafarer education reform.

While the MCA does not directly deliver training, it maintains quality oversight through assessments and audits, ensuring consistency across institutions worldwide.
