The Legal Aid Agency (LAA) is inviting qualified providers to express interest in delivering the Housing Loss Prevention Advice Service (HLPAS) in Lancaster to assist individuals facing possession proceedings.

Opportunity to deliver Housing Loss Prevention Advice Service (HLPAS) in Lancaster

The Legal Aid Agency (LAA) funds the Housing Loss Prevention Advice Service (HLPAS) throughout England and Wales to provide:

  • Early legal advice to anyone at risk of possession proceedings and loss of their home. Advice can be provided in relation to housing, debt, and welfare benefits issues.
  • In-court duty on the day emergency advice and advocacy to anyone facing possession proceedings.

The service enables anyone at risk of losing their home or facing possession proceedings to get free legal advice and representation in court, regardless of their financial circumstances.

As a result of a review of coverage and a subsequent market engagement event, the LAA is inviting providers who hold a 2024 Standard Civil Contract in Housing and Debt to express an interest in delivering HLPAS in Lancaster.

The LAA intends to award a contract under this process to commence as soon as possible after the assessment process is complete, as described in the Expression of Interest documentation. The contract will run until 30 June 2028.

The deadline for the receipt of applications will be 5pm on Friday 5 December 2025. This reflects the urgent need for the contract to be in place to ensure the provision of legal aid services. Late submissions will not be considered in any circumstances.
