AI for India 2030 Initiative Takes a Leap Forward
On October 22, 2025, Prof. Ajay Kumar Sood, Principal Scientific Adviser to the Government of India, unveiled three pivotal publications under the AI for India 2030 initiative, spearheaded by the Centre for the Fourth Industrial Revolution (C4IR) India, World Economic Forum (WEF). The launch occurred in the presence of key dignitaries, including Shri S. Krishnan, Secretary, Ministry of Electronics and Information Technology (MeitY), Shri S.C.L. Das, Secretary, Ministry of Micro, Small and Medium Enterprises (MSME), Dr. Parvinder Maini, Scientific Secretary, Office of the Principal Scientific Adviser (OPSA), and Mr. Anindya Banerjee, Advisor (Digital Infrastructure), Ministry of Agriculture.
Three Key Publications Released
The initiative introduced three publications designed to foster responsible and inclusive AI adoption across India:
- Future Farming in India: AI Playbook for Agriculture
- Transforming Small Businesses: An AI Playbook for India’s SMEs
- Shaping the AI Sandbox Ecosystem for the Intelligent Age: White Paper
Driving Responsible AI with Multi-Stakeholder Collaboration
Guided by OPSA and MeitY, the AI for India 2030 initiative collaborates with a multi-stakeholder Advisory Council to create frameworks that promote scalable and inclusive AI solutions. Prof. Sood emphasized the transformative potential of these playbooks, stating, “India’s AI journey focuses on grassroots transformation. These playbooks provide clear strategies to make AI inclusive and impactful, ensuring benefits for farmers, entrepreneurs, and communities nationwide.” He urged stakeholders to implement these actionable roadmaps to drive India’s digital economy.
AI Playbook for Agriculture: Empowering Farmers
The Future Farming in India playbook outlines a strategy to scale AI for millions of farmers, aiming to enhance yields, mitigate risks, and improve market access. Central to this is the IMPACT AI framework, which fosters collaboration among government, industry, and frontline workers. The framework leverages trusted local networks and regional languages to integrate AI-driven advice into farmers’ daily decisions. Mr. Banerjee highlighted the potential of AI in agriculture, noting applications like digital crop surveys that enhance accuracy through imaging and data integration.
AI Playbook for SMEs: Boosting Productivity and Reach
The Transforming Small Businesses playbook offers a roadmap for India’s SMEs to overcome challenges in productivity, credit access, and market reach by adopting AI. Using the IMPACT AI framework, it guides businesses through stages of awareness (via experience centers and sandboxes), action (with tools like the AI maturity index and marketplace), and recognition of AI pioneers. Shri Das emphasized the strategic importance of this focus, stating, “AI use cases in MSMEs are gaining momentum, and we look forward to translating these ideas into real-world benefits for small businesses.”

The Shaping the AI Sandbox Ecosystem white paper provides strategic and operational frameworks for creating controlled environments to test and scale AI solutions. These sandboxes ensure that AI applications are secure, reliable, and aligned with India’s priorities, fostering innovation while maintaining safety and trust.
Implementation Roadmap and Future Steps
The playbooks and white paper were developed through extensive consultations, pilot projects, and inputs from government, industry, startups, academia, and farmer organizations. Mr. Purushottam Kaushik, Head of C4IR India, WEF, presented the methodology behind these publications, highlighting their collaborative approach. Shri Krishnan noted, “These reports showcase a way forward, demonstrating how AI can unlock efficiencies and prosperity for farmers and businesses.”
Dr. Maini underscored the role of OPSA’s Science and Technology Clusters in supporting the implementation of these roadmaps, particularly in capacity building and knowledge dissemination. She also highlighted the upcoming International S&T Clusters Conference in December 2025, which will focus on AI to drive further collaboration.
Coordinated Action for Measurable Impact
The roadmap ahead emphasizes coordinated action through implementation coalitions involving state governments, industry bodies, technology providers, and financiers. These coalitions will translate playbook insights into funded projects in agriculture and SME clusters. A unified monitoring framework will track progress using sector-specific indicators, such as AI adoption rates, productivity gains, cost reductions, and improved market access. Additionally, a dedicated knowledge platform will share best practices and success stories to enable continuous learning and scaling of AI solutions across India.
