New Structure for Ordinary Fellows
A clear ceiling has been set for Ordinary Fellows at twenty-four members. This group now draws from diverse categories to balance experience and expertise. Two distinguished graduates receive direct appointment from the Chancellor. Academic staff contribute through internal elections, with professors picking one representative each from arts and science streams. Similarly, associate and assistant professors elect two members under the same departmental split.
Leadership from affiliated and constituent colleges gains stronger voice as four principals secure seats via election among peers. Classroom teachers from these institutions elect six representatives. The Punjab Legislative Assembly adds two degree-holding members chosen by the Speaker. Any remaining slots go to individuals of notable achievement in public service, education, research, or innovation, handpicked by the Chancellor.
All elected fellows require Chancellor approval before taking office. Each serves a four-year term, with eligibility for renomination. A member loses the position immediately upon ceasing to meet original qualification criteria. The Vice-Chancellor holds final say in disputes over eligibility categories during elections.
Revamped Syndicate Composition
Executive authority rests with the Syndicate, chaired by the Vice-Chancellor. Four positions remain reserved for senior officials: the Union Secretary of Higher Education or nominee, Director of Public Instructions for Colleges in Punjab, and the equivalent post for Chandigarh. One Senate member joins through Chancellor nomination.
Ten additional members enter on a seniority-based rotational system managed by the Vice-Chancellor. This pool includes two faculty deans, two university professors, one associate professor, one assistant professor, two college principals, one college professor, and one teacher below professorial rank. The Syndicate retains flexibility to assign executive tasks to the Vice-Chancellor, sub-committees, or designated panels, including external experts where regulations permit.
Updated Ex-Officio Fellows List
Seven high-ranking dignitaries automatically hold fellow status: the Chief Minister of Punjab, Chief Justice of the Punjab and Haryana High Court, state Education Minister, Advisor to the Chandigarh Administrator, Higher Education Secretaries of Punjab and Chandigarh, and the Chandigarh Member of Parliament.
Current occupants of Ordinary Fellow, faculty, and executive roles face no disruption to their ongoing terms despite the overhaul. The modifications apply prospectively from the notification date.
These reforms aim to streamline governance while preserving institutional continuity at one of India’s historic universities.
