
Drive Test Coverage Across Saran and Siwan
The Telecom Regulatory Authority of India conducted Independent Drive Tests across Saran District including Chhapra city and Siwan District in the Bihar Licensed Service Area during September 2025. The drive covered 309.1 km of city routes, 10 hotspot locations, and 2.7 km of walk tests to evaluate real-world mobile network performance. The study assessed networks operating on 2G, 3G, 4G, and 5G technologies across varied environments such as urban zones, institutions, business areas, and rural localities. The findings have been shared with concerned telecom service providers.
Voice Service Performance
The assessment measured parameters including Call Setup Success Rate, Call Setup Time, Drop Call Rate, silence call rate, and speech quality. Airtel and RJIL recorded a call setup success rate of 100.00%, BSNL at 79.73%, and VIL at 96.15% in auto-selection mode. Drop call rate stood at 0.00% for Airtel and RJIL, 5.60% for BSNL, and 1.00% for VIL. Average call setup time was 1.82 seconds for Airtel, 3.18 seconds for BSNL, 0.67 seconds for RJIL, and 1.25 seconds for VIL. Mean Opinion Score ratings were 3.99 for Airtel, 2.69 for BSNL, 3.81 for RJIL, and 4.49 for VIL.
Data Service Performance
In overall data experience, average download speed reached 171.90 Mbps on RJIL (5G/4G), 67.51 Mbps on Airtel (5G/4G), 16.93 Mbps on VIL (4G/2G), and 4.92 Mbps on BSNL (4G/3G/2G). Upload speeds averaged 21.74 Mbps for Airtel, 15.57 Mbps for RJIL, 9.98 Mbps for VIL, and 4.14 Mbps for BSNL. Latency results at the 50th percentile were measured at 14.15 ms for RJIL, 34.05 ms for BSNL, 39.50 ms for VIL, and 47.00 ms for Airtel. Additional evaluations were conducted at key public locations including hospitals, educational institutions, bus stations, railway stations, and Sonepur Mela grounds.
