Special Campaign 5.0 by Ministry of Women and Child Development Achieves Major Milestones Across India

The Ministry of Women and Child Development (WCD) successfully concluded its Special Campaign 5.0 for the Disposal of Pending Matters, conducted from October 2 to October 31, 2025. The campaign aimed to promote cleanliness, streamline operations, and address pending grievances across the Ministry and its Autonomous Bodies.

Preparatory Phase and Target Identification

During the preparatory phase, the Ministry identified key targets including:

  • Cleanliness Campaign sites
  • Planning for space management and office beautification
  • Identification and disposal of scrap and redundant items as per GFR
  • Pending references from Members of Parliament, State Governments, Inter-Ministerial references, Cabinet Notes, PMO, and Parliamentary Assurances pending for over three months
  • Public grievances and appeals via CPGRAMS and other sources
  • Record management including review, recording, and weeding of files and closure of e-files

All relevant data were uploaded to the Ministry portal and reviewed by the Union Minister of Women & Child Development, who guided efforts to achieve the set targets.

Union Minister Visits Ministry Offices

The Union Minister of Women & Child Development visited the Ministry’s office premises at Jeevan Vihar and Jeevan Tara buildings to review on-ground efforts in cleanliness, community care, and institutional care enhancement. During her visit, she highlighted the importance of:

  • Strengthening record management systems
  • Ensuring efficient office functioning
  • Upholding Swachhata and Good Governance standards
  • Expediting disposal of pending MP references, State Government references, Inter-Ministerial references, Parliamentary matters, PMO references, public grievances, and closure/weeding of files

Implementation Phase Achievements

During the implementation phase (October 2-31, 2025), the Ministry achieved significant milestones, including:

  • Completion of 1,95,620 cleanliness drives across Anganwadi Centres, Child Care Institutions, One Stop Centres, Sakhi Niwas, and Shakti Sadan, resulting in 26,506 sq. ft. of freed office space
  • Revenue generation of ₹ 14,29,703 through disposal of scrap materials and e-waste
  • Review of 6,267 physical files and 1,001 e-files, of which 718 e-files were closed
  • Achievement of 29 out of 29 MP references and 28 out of 28 State Government references
  • Resolution of 1,193 public grievances and 365 grievance appeals

Best Practices Adopted

As part of ease of living initiatives, the Ministry has adopted the use of the Poshan Tracker database to create a “due list” of potential beneficiaries under the Pradhan Mantri Matru Vandana Yojana (PMMVY).
